How does cmte accomplish its purpose?*The Committee provided advice and recommendations to the Secretaries of Commerce and Interior to develop and support an effective national system of marine protected areas (MPAs). It typically operated between 0-3 Subcommittees and/or Working Groups per term, addressing timely aspects of MPA management and policy. During early FY19 and before the government-wide shutdown, the Committee as a whole completed its charge from DOC and DOI (i.e. Sustaining MPA Benefits in a Changing Ocean), while a pre-existing Cultural Heritage Resources Working Group provided, through the Committee, advice and information on updating the MPA Center's website on managing cultural resources in MPAs. The Committee's final products and recommendations were approved unanimously on Nov. 8, 2018 and were submitted to DOC and DOI on Nov. 15, 2018. No new Subcommittees or Working Groups were established later in FY19. The MPAFAC was unable to meet again after November 8, 2018, as over half of its members had termed off and 11 proposed new members were not approved.
How is membership balanced?*The Presidential Executive Order 13158 calls for a committee of non-Federal scientists, resource managers, and other interested persons and organizations to advise federal MPA programs on important and timely issues. In selecting Committee members, the Department of Commerce and the Department of the Interior staff team identify nominees who:1) represented the broad variety of MPA stakeholders and perspecives in the public, private, university, and non-governmental sectors; and, 2) live and work in a variety of coastal, ocean and Great Lakes regions of the United States. Members typically represent: commercial and recreational fishing interests; conservation organizations; ocean industry; academic institutions including natural and social scientists; coastal states and territories; tribes and Pacific Islands; non-consumptive uses; and cultural resources. For early FY19, seven of the Committee members were women, and two represented ethnic diversity.
How frequent & relevant are cmte mtgs?*The Committee typically met at least once in-person and several times virtually.
Committee members came from all regions of the U.S. and convened for their in-person meetings at strategic coastal locations that provide an opportunity for input from practitioners, experts and the public in that region. At the meetings, Committee members deliberated publicly in order to provide advice and recommendations to assist the Secretaries of Commerce and Interior on how to fulfill their responsibilities as outlined in Executive Order 13158. Members may also confer as needed during periodic administrative or preparatory sessions held by teleconference and coordinated by the DFO. The meetings and the Committee's charge are essential to the Committee's decision-making and ensure crucial public engagement in these federal MPA agencies.
Why advice can't be obtained elsewhere?*E.O. 13158 on Marine Protected Areas (MPA) required the establishment of an MPA
Federal Advisory Committee. This national-level committee represented the
diverse interests of the public in often complex and consequential ocean management issues, and provided stakeholder advice to the Secretaries of Commerce and the Interior on cross-cutting MPA-related activities and priorities. The Committee's unique breadth of expertise helps ensured the long-term effectiveness, relevance and equity of ocean management in the U.S. The MPAFAC addresses, by its design, membership and charges, emerging national-level ocean management challenges applicable to many US MPAs managed by federal, state, territorial, tribal and local agencies. No other existing advisory group provides a comparable breadth of topical scope or stakeholder perspectives on these issues.

Number Of Recommendations CommentThe Committee provided advice and recommendations to the Secretaries of Commerce and Interior to help inform efforts by the Federal Government and its state, tribal and local partners to effectively design and adaptively manage their MPAs in U.S. waters. Since its inception in 2003, the Committee's recommendations have addressed a wide range of topics from policy to science to site management to outreach and stakeholder engagement among the over 1,200 MPAs in the nation's EEZ. In FY19, the MPAFAC completed its charge and submitted 7 recommendations to DOC and DOI.
