How does cmte accomplish its purpose?*Please note that under the Help America Vote Act (HAVA – 42 USC 15361.Sec. 221) both the U.S. Election Assistance Commission (EAC) and the National Institute for Standards and Technology (NIST) have joint responsibility for the Technical Guidelines Development Committee (TGDC). HAVA designates the Director of NIST, a full-time Federal employee, nominated by the President and confirmed by the Senate as Committee Chair. Costs in this section are reflective of that statutory responsibility. TGDC functions are set out in law and the National Institute for Standards and Technology (NIST) is instructed to work with the committee and EAC to set these guidelines. How is membership balanced?*The membership of the Technical Guidelines Development Committee (TGDC) is established by Section 221 of the Help American Vote Act of 2002. All members and representatives were chosen in keeping with the provisions of that statute.
How frequent & relevant are cmte mtgs?*The Technical Guidelines Development Committee (TGDC) meets when necessary to provide the EAC with guidance on technical guideline development, generally twice per year for plenary sessions. The frequency of working group meetings increased to support expanded congressional mandates concerning voting for Uniformed and Overseas Citizen Voters (UOCAVA).
Why advice can't be obtained elsewhere?*The Help America Vote Act (HAVA) established the Technical Guidelines Development Committee (TGDC) to provide expert guidance for the U.S. Election Assistance Commission's (EAC) responsibility to issue Voluntary Voting System Guidelines. HAVA requires use of the TGDC, supported by technical input from the National Institute for Standards and Technology (NIST), to ensure that voting systems enable all voters to vote securely, privately and independently and that voting systems employ sound technology to support these goals. TGDC also provides technical guidance concerning voting technology for Uniformed and Overseas Citizen Absentee Voting (UOCAVA) as identified in HAVA and other congressional mandates.

Agency Feedback Comment*Feedback is provided to the TGDC through meetings and teleconferences.Narrative Description*The TGDC provides technical guidance and assistance to the EAC in developing voluntary voting system guidelines and guidance for overseas voting, as required by the Help America Vote Act (HAVA) and other Congressional mandates. This process sometimes takes more than one fiscal or calendar year in order to put forth recommendations or reports. Once recommendations are put forth, the staff utilizes the information to create a final document to EAC Commissioners for a vote.
