How does cmte accomplish its purpose?*The Sensors and Instrumentation Technical Advisory Committee (SITAC) focused on the following and issues in FY2020: Industry Wassenaar (WA) proposal on multi-transverse lasers. Industry WA proposals for uncooled infrared cameras. End-user controls in 744.9. Emerging Technology proposals review, Foundational Advanced Notice of Proposed Rulemaking (ANPRM) review. Non-space qualified Linear Focal Plane Arrays. Additionally, three SITAC working groups, continued to focus on topics of interest to each of the groups. The working groups provide a small forum for industry experts to have detailed technical discussions related to many of the issues on the general agenda for SITAC. The working groups are: Detectors and Cameras; Lasers and Lenses and Optics. In FY 2021, the SITAC will continue to expand industry recruiting and outreach activities, particularly in emerging technology areas covered by SITAC and technology areas not well represented presently among TAC membership. Increase participation by relevant technical experts within Department of Defense in SITAC meetings. Work closely with the Bureau of Industry Security TAC administration on the following items: Change in regulation or policy related to uncooled IR foreign availability. Change in end-User requirements for dual-use cameras: 744.9. Support SITAC 2020 WA Submissions on: Uncooled Infrared Cameras. Line Scan Camera. Multi-mode industrial lasers. OPO Tunable Lasers. Support SITAC 2021 WA submissions. Semiconductor multimode single emitter. Emerging Technology: Individual proposal review; Foundational Technology: ANPRM and related individual proposal review; Assist in WA discussions related to quasi continuous wave lasers; and Coordinate any required responses to internal BIS proposals.
How is membership balanced?*The SITAC is composed of industry representatives, and U.S. Government agencies with specific technical or export control expertise. Members of the SITAC possess a wide range of technical knowledge regarding the design, manufacture, and export of commodities and technology currently listed in Control List Categories 3 and 6.
How frequent & relevant are cmte mtgs?*The SITAC met four times during FY 2020. The meetings allowed the SITAC to advise the Department on the technical parameters for commodities and technology within Commerce Control List Categories 3 and 6.
Why advice can't be obtained elsewhere?*The SITAC makes recommendations regarding commodities and technical data within Control List Category 3 (electronics - instrumentation section) and Category 6 (sensors). Through this Committee, the Department brings together technically qualified persons with expertise on a wide range of electronic instrumentation and sensor equipment. The Committee provides a forum for technical advice that would otherwise be unavailable.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.
Recommendation RemarksAuthorization by the Export Administration Act of 1979 (50 U.S.C. app. 2401-2420) as amended by the Export Administration Amendments Act of 1985, P.L. 99-64, 99 Stat. 120 (July 12, 1985). Although the Export Administration Act of 1979 (EAA), as amended, has expired, its provisions and those of the Export Administration Regulations were continued in effect, and to the extent permitted by law, when the President by Executive Order invoked the International Emergency Economic Powers Act.

The industry forum provided by the Sensors and Instrumentation Technical Advisory Committee is a resource that effectively addresses both the technical and the economic factors that should be considered in developing export control policy.
