How does cmte accomplish its purpose?*The St. Lawrence Seaway Act of 1954 directs the establishment of the Advisory Board of the Saint Lawrence Seaway Development Corporation. Its statutory mandated five members are appointed by the President with the advice and consent of the Senate. The Seaway is a Government corporation, not an agency, and the Board is not the ordinary type of advisory committee, it is a statutory board that is an inherent part of such a corporation. Although it is advisory in nature, it is the Federal equivalent to a corporate board.It is important that the Corporation obtain the advice of such a varied group who, in an objective manner, provide insight on how the Seaway operations affect various sectors of the public and on how its operations may be improved.
How is membership balanced?*The Board's members represent a cross section of sectors affected by or capable of contributing to the operation of the Seaway and, by statute, only three of the five may be members of the same political party. The Board's involvement in these matters gives the Corporation direct access to representatives of private sectors whose experience is vitally germane to the conduct of the Corporation's business, Great Lakes port leadership, maritime and business law, business and investment interests, and Great Lakes area high level public service experience all of which are included in the background of the Board's current membership.
How frequent & relevant are cmte mtgs?*The Board accomplishes its purpose through quarterly meetings, as mandated by the St. Lawrence Seaway Act of 1954 at which they give advice directly to the Administrator on major corporation issues current at the time of the meeting. Their advice is reflected in the report for each meeting. The Administrator considers these recommendations in making decisions relative to the issues discussed. Meeting at least quarterly with the Administrator and other high level Corporation officials enables the Board to keep current with Corporation business and operational initiatives, marketplace and operational conditions, and other principal circumstances directly related to its giving timely and informed advice to the Corporation.
Why advice can't be obtained elsewhere?*Loss of direct access to the expertise of the Board's current members (see 20B) would damage our ability to function as a Government corporation and deletion of this corporate cornerstone would mean a fundamental change in the character of the St. Lawrence Seaway as a Government corporation. The Board has been an integral part of the Corporation since its inception after passage of the Act in 1954. The formal advisory committee process is the best and most proper way the corporation may obtain this unfettered and important input.
