How does cmte accomplish its purpose?*The Committee is effective in advising the Commander, Eighth Coast Guard District, on issues that affect navigation safety on the Lower Mississippi River. It also provides expertise on matters such as communications, surveillance, traffic management and anchorages. The Committee accomplishes its task mostly through the meetings. This Committee is necessary and of public interest and has provided an active forum for maritime safety concerns on matters pertaining to the transit of vessels and products to and from the ports of the Lower Mississippi River. LMRWSAC’s members represent those entities that use the affected waterways and provide a broad range of knowledge and experience that would otherwise not be available to the Coast Guard. The Committee has continued to assume an increasingly active role in providing advice that addresses hurricane readiness and resolves navigation safety issues for the Lower Mississippi River area to include the mouth, approaches, and side channels of the Mississippi River (including Baptiste Collette and Tiger Pass), from 10 miles below the Sea Buoy to Baton Rouge.
How is membership balanced?*LMRWSAC normally consists of twenty-five members who are appointed by and serve at the pleasure of the Secretary of Department of Homeland Security. Each member has expertise, knowledge, and experience regarding the transportation, equipment, and techniques that are used to ship cargo and navigate vessels on the Lower Mississippi River and its connecting navigable waterways, including the Gulf of Mexico. (1) Five members representing River Port Authorities between Baton Rouge, Louisiana, and the head of passes of the Lower Mississippi River, of which one member is from the Port of St. Bernard and one member is from the Port of Plaquemines.(2) Two members representing vessel owners or ship owners domiciled in the State of Louisiana.(3) Two members representing organizations which operate harbor tugs or barge fleets in the geographical area covered by the Committee.(4) Two members representing companies which transport cargo or passengers on the navigable waterways in the geographical area covered by the Committee.(5) Three members representing State Commissioned Pilot organizations, with one member each representing the New Orleans/Baton Rouge Steamship Pilots Association, the Crescent River Port Pilots Association, and the Associated Branch Pilots Association.(6) Two at-large members who utilize water transportation facilities located in the geographical area covered by the Committee.(7) Three members representing consumers, shippers, or importers/exporters that utilize vessels which utilize the navigable waterways covered by the Committee.(8) Two members representing those licensed merchant mariners, other than pilots, who perform shipboard duties on those vessels which utilize navigable waterways covered by the Committee.(9) One member representing an organization that serves in a consulting or advisory capacity to the maritime industry.(10) One member representing an environmental organization.(11) One member representing the general public.(12) One member representing the Associated Federal Pilots and Docking Masters of Louisiana.
How frequent & relevant are cmte mtgs?*The Committee possesses such a wide spectrum of maritime expertise and it is essential to the successful development and implementation of Coast Guard initiatives in areas concerning navigation safety on the Lower Mississippi River (LMR). LMRWSAC has been instrumental in exploring and addressing ideas and issues that have resulted in tangible improvements to safety and efficiency on the Lower Misssissippi River. The Committee continues to serve as a vital and necessary voice within Coast Guard Eight District. With the Committee meetings of 3 hours in duration, twice annually, has proved to be sufficient time to allow all topics to be be thoroughly discussed and addressed.
Why advice can't be obtained elsewhere?*LMRWSAC provides advice to the Coast Guard on matters such as communications, surveillance, traffic management, anchorages, the development and operation of the New Orleans Vessel Traffic Service, and other issues dealing with navigation safety on the Lower Mississippi River (LMR). LMRWSAC is the only Committee that is empowered by federal statute to speak officially for the maritime industry on matters of maritime safety on the Lower Mississippi River. Utilizing a strategic planning process, the Committee identifies major issues and actively works to ensure that they are addressed, while ensuring the voice of the maritime community is clearly represented.

Recommendation RemarksOn September 27, 2019, OMB approved the Department of Homeland Security’s proposal Section 1(b) of Executive Order 13875 (found here: https://www.whitehouse.gov/presidential-actions/executive-order-evaluating-improving-utility-federal-advisory-committees/) requiring all executive departments and agencies to terminate, one-third of their current advisory committees. LMRWSAC has been recommended for termination.
