How does cmte accomplish its purpose?*The Board of Overseers has provided specific guidance on the conduct of the Malcolm Baldrige National Quality Award Program.
How is membership balanced?*The membership of the Board of Overseers is composed of a balanced representation from U.S. service, manufacturing, nonprofit, education, and health care industries. The Board includes members familiar with the quality improvement operations and competitiveness issues of manufacturing companies, service companies, small businesses, health care providers, and educational institutions. Members are chosen who have broad experience in for-profit and nonprofit areas. Members are selected in accordance with applicable Department of Commerce guidance.
How frequent & relevant are cmte mtgs?*The Board met twice in FY20, at the beginning and end of the Award cycle to review performance of the past year and plan for the coming year. Additional meetings may be scheduled as needed to continue the Board's planning process.
Why advice can't be obtained elsewhere?*It is necessary to have a committee to review the operations of the Award Program to assure its relevance and integrity. There is no other existing organization that can do this.
Why close or partially close meetings?N/A
Recommendation RemarksThere is no federal staff salary under the costs section because there is no appropriated funding. The funds come from revenues earned and a gift from the Baldrige Foundation. This has been the case since FY2012.

The charter states "the estimated annual cost of operating the Board is $25,000, which includes one-fourth of a person-year for staff support. 15 U.S.C. 3711a(f) authorizes the use of appropriated funds to carry out this program, in addition to gifts from public and private sources and, if additional sums are needed to cover the full cost of the program, funds from fees imposed on award applicants. Monies from any or all of the above sources will be used to cover the annual operating expenses of the Board, including member travel and per diem, and clerical and other support services."

Agency Feedback Comment*Progress reports on each recommendation are included in the minutes for each meeting of the Board of Overseers.Narrative Description*The Board of Overseers evaluates all aspects of the Program, including the adequacy of the criteria and processes for determining Award recipients. An important part of the Board's responsibility is to assess how well the Program is serving the national interest. Accordingly, the Board makes recommendations to the Secretary of Commerce and to the Director of NIST regarding changes and improvements in the Program.
