How does cmte accomplish its purpose?*The Census Scientific Advisory Committee provides technical advice and expertise and advises the Census Bureau on the uses of scientific developments in statistical data collection and analysis, geospatial analysis, econometrics, cognitive psychology, and computer science, in relation to the full range of Census programs and activities, including communications, decennial, demographic, economic, field operations, geographic, information technology and statistics.
How is membership balanced?*Membership is comprised of members reflecting broad scientific disciplines within the scientific community, academia and private enterprise.
How frequent & relevant are cmte mtgs?*During this reporting period, the Census Scientific Advisory Committee met one time this fiscal year (September 17-18, 2020). Agenda topics reflect timely concerns that are relevant and require external expert feedback for the Census Bureau's consideration.
Why advice can't be obtained elsewhere?*The Committee provides a broader level of technical and scientific expertise to address emerging program challenges and needs. As the new decade approaches and more cost efficient methodologies are needed, the committee's role and value will increase substantially as an advisor to the Census Bureau, particularly as the Bureau leverages technology and other measures for agency sustainability and relevance. Given the membership balance and technical expertise of this committee, such advice or information could not be obtained in a more cost-efficient or effective manner. This level of expert advice is not readily available from any other source.

Recommendation RemarksThe Census Advisory Committee of Professional Associations, established by the Secretary of Commerce in February 1994, was renamed the "Bureau of the Census Scientific Advisory Committee," and reestablished, April 15, 2010. The CSAC Committee held one FACA meeting in FY20 due to COVID-19. 25 partial recommendations were proposed by the Committee. No partial recommendations were approved.

Both the broader public and the Census Bureau will benefit from the insight and recommendations of the scientific experts and representatives who serve on CSAC. The information and advice CSAC provides cannot be obtained effectively and efficiently from any other source.
