How does cmte accomplish its purpose?*The Committee's mission is to provide advice on the policies and procedures, and focus the resources, of the U.S. Government (USG) through the interagency Trade Promotion Coordinating Committee's Environmental Trade Working Group ("Working Group"), with the aim of increasing exports of U.S. environmental technologies, goods and services. The ETTAC advises the Working Group through the Secretary of Commerce. Within the Department, the Director of the Office of Energy and Environmental Industries and one staff person act as Executive Director and DFO of the ETTAC respectively. Members, appointed by the Secretary of Commerce, provide advice on the international interests and competitiveness of the U.S. environmental industry. ETTAC members consult widely with U.S. environmental technologies firms, relevant federal and state government agencies, and other experts in developing their advice for the Working Group. ETTAC's recommendations address areas critical to enhancing the competitiveness of the U.S. industry in international markets, including tariff and non-tariff barriers, USG's trade promotion programs, and standards-related challenges, among others. The interaction between the ETTAC and the Working Group has been key to the development and implementation of an interagency strategy aimed at expanding U.S. environmental exports.
How is membership balanced?*ETTAC contains members from large, small and medium-sized companies, as well as trade associations and other relevant organizations operating throughout the United States and in a range of foreign markets. Committee members specialize in the various subsectors of the environmental industry -- Equipment: water treatment equipment and chemicals; air pollution control; instruments and information systems; waste management and recycling equipment; process and prevention technologies. Services: solid waste management; hazardous waste management; consulting and engineering; remediation and industrial services; analytical services; wastewater treatment works. Resources: water utilities; resource recovery.
How frequent & relevant are cmte mtgs?*The ETTAC meets approximately three times a year. In FY20, the ETTAC met in person two times and once virtually to discuss and formulate Committee recommendations based on research conducted by its three subcommittees: Trade Promotion and Export Market Development; Trade Policy and Trade Negotiations; and Cooperation on Standards, Certifications and Regulations. Continuation of the ETTAC is critical because ETTAC is the only source of private sector advice to the USG on issues related to U.S. exports of environmental technologies, goods and services.
Why advice can't be obtained elsewhere?*The Committee is an essential partner of the Federal Government in developing this important sector of the world and domestic economy. There is no other private sector group focusing specifically on environmental technologies trade and providing advice from U.S. environmental firms and the U.S. environmental industry — an industry which employs approximately 1.6 million Americans and generated $354 billion in revenue in the United States in 2019.

These include the U.S.-Japan, U.S.-EU and U.S.-UK trade negotiations, ways to improve the competitiveness of the U.S. environmental industry overseas, support for the Administration's position on end-of-life plastics in the OECD, Section 232 steel and aluminum tariffs, challenges associated with standards and certifications in international markets, and increasing U.S. firms’ participation in multilateral development bank procurements.

The industry the Committee represents is comprised of roughly 115,000 revenue-generating organizations that employ approximately 1.6 million individuals in the United States. Under the Jobs Through Trade Expansion Act, Congress authorized the creation of the Environmental Technologies Trade Advisory Committee to provide advice to the Department of Commerce and other federal agencies on how the U.S. government's policies and practices affect the export of U.S. environmental products and services. For its 2018-2020 charter, the ETTAC hosted among its members industry leaders from small, medium, and large enterprises; relevant industry associations; and key state-level advisors representing a vibrant U.S. industry that produced over $354 billion in revenue in 2019.
