How does cmte accomplish its purpose?*The National Defense University (NDU) Board of Visitors (BOV) is comprised of experts in the fields of defense, management, leadership, academia, national military strategy or joint planning at all levels of war, joint doctrine, joint command and control, or joint requirements and development. The Board meets twice a year and at the conclusion of each meeting, the Chair prepares a memo of observations and recommendations to the Secretary of Defense through the Chairman of the Joint Chiefs of Staff (CJCS), addressing pressing areas of concern from which NDU may require DOD and/or CJCS assistance.
How is membership balanced?*The Board shall be composed of no more than 12 members who shall be eminent authorities in the fields of defense, management, leadership, academia, national military strategy, joint planning at all levels of war, joint doctrine, joint command and control, or joint requirements and development.

The DoD, in selecting potential candidates for the Board, reviews the educational, experiential, and professional credentials of individuals and bases its selection on this review and the subject matters tasked to the Board. The DoD has found that viewing the complex issues facing the NDU through a multidisciplinary advisory committee provides the DoD and, more importantly, the American public with a broader understanding of the issues on which subsequent policy decisions are based.

The Board’s membership shall be fairly balanced in terms of points of view represented and the functions to be performed by the Board. The Board’s membership balance is not static and the Secretary of Defense, the Deputy Secretary of Defense, or the Chief Management Officer of the Department of Defense (CMO) (“the DoD Appointing Authority”) may change the membership based upon work assigned to the Board by the DoD Appointing Authority or the Chairman of the Joint Chiefs of Staff, as the Board’s Sponsor.

Each Board member, based upon his or her individual expertise, exercises his or her own best judgment concerning matters before the Board, does not represent any particular point of view, and discusses and deliberates in a manner that is free from conflicts of interest.
How frequent & relevant are cmte mtgs?*The Board normally meets twice each calendar year or at the request of the NDU President. All meetings are highly relevant to what the University is doing both strategically and operationally, and positively impacts how the University does business. Its observations and guidance strengthen and sustain the overall mission, integrity and commitment of the University in achieving its stride for excellence, and makes significant contributions in evaluating and measuring the quality of education offered at this institution.
Why advice can't be obtained elsewhere?*The Secretary of Defense has determined that no other DoD advisory committee can provide the independent advice provided by the Board on University matters such as curricula, methods of instruction, facilities, education/training standards, organizational management, and academic accreditation, as defined by the Middle States Commission on Higher Education.
Why close or partially close meetings?Meetings are not closed to the public unless the DoD determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, the Chairman of the Joint Chiefs of Staff, and only after consultation with the Chairman's Legal Advisor.

Cost Savings CommentWhile unable to determine the actual cost savings, the advice provided by the Board to the Department of Defense, through the Chairman of the Joint Chiefs of Staff have led to NDU institutional improvements. The support of the Board provides necessary external governance to the University that is expected of an accredited institution of higher education. Number Of Recommendations CommentAt the conclusion of each Board meeting: the BOV Chair directs a letter to the Chairman of the Joint Chiefs of Staff addressing salient meeting concerns and recommendations. Typically the board renders 2–3 recommendations at the conclusion of each biannual meeting to the CJCS for consideration and action as deemed appropriate.

The Board only met once (virtually) during FY 2020 due to the COVID-19 travel and meeting restrictions. The Fall 2019 meeting was delayed pending the results of the Defense Wide Review. Cost estimates for next year include 2 virtual meetings and 1 in-person meeting during the Spring/Summer if it is safe to do so. In FY 2020, 6 recommendations were made.

The Board's most important role is to give the NDU President and the CJCS independent advice on accreditation compliance, organizational management, strategic planning, resource management and other matters of interest to the National Defense University.
