How does cmte accomplish its purpose?*In FY 2020, the Emerging Technology Technical Advisory Committee (ETTAC) jump-started the advisory committee with its May 19, 2020 meeting. Participants discussed the tasks of providing US Department of Commerce with assessments of key emerging and foundational dual-use technologies in a forward-looking projection of potential uses of such technologies. ETTAC members elected the Committee’s Chair and Vice Chair. ETTAC is prepared to providing comments on BIS pending and proposed regulations, as well as meeting with BIS management to provide briefings on issues of interest to the Bureau. Plans for FY 2021 focus on internal organization and the establishment of subcommittees with respect to the general technology areas outlines in the 2018 Advance Notice of Proposed Rulemaking on Emerging Technologies. ETTAC will focus on helping define and identify emerging and foundational technologies, describe the status of development of these technologies in the United States and other countries, and assess the kinds of impact controls of emerging technologies may have on U.S. technological leadership. ETTAC will also assess and report on other approaches to the issue of identifying emerging technologies important to U.S. National Security, including the stage of development or maturity level of an emerging technology that would warrant consideration for export control. For the FY2021, ETTAC has scheduled several meetings: one meeting was held on November 9, 2020, another meeting is scheduled for December 10, 2020, and three more meetings are projected for February 2021, May 2021 and August 2021. ETTAC is poised to providing timely comments and inputs on BIS draft regulations and initiatives, and on matters of interest to emerging technologies in academia and industry.
How is membership balanced?*The ETTAC is composed of members from academia, industry, federal laboratories, and pertinent U.S. Government departments and agencies.
How frequent & relevant are cmte mtgs?*The ETTAC met one time in FY 2020. The meetings will allow the ETTAC to advise the Department of its ongoing activities related to identifying emerging technologies.
Why advice can't be obtained elsewhere?*The ETTAC will advise the Department on questions involving the identification of emerging technologies with potential dual-use applications as early as possible in their developmental stages both within the United States and abroad. In its work the committee will be forward leaning—focusing both on the current state of such technologies and projecting their likely effects five to ten years in the future on national security, the U.S. defense industrial base, and the overall health and competitiveness of the U.S. economy. The committee will provide assessments and information on emerging technologies, potential so-called “chokepoint technologies” and trends in technologies of particular interest to the Bureau of Industry and Security (BIS). The committee will advise BIS regarding the potential impact of Export Administration Regulations (EAR) on research activities, technical and policy issues relating to controls under the EAR, revisions of the Control List, including proposed revisions of multilateral controls in which the United States participates, the issuance of regulations and any other matters relating to actions designed to carry out the policy set forth in Section 3(2)(A) of the Act.
Why close or partially close meetings?Closed sessions are held to allow for discussion of information classified for reasons of national security, information the premature disclosure of which would be likely to significantly frustrate implementation of a proposed agency action, or information of a commercial or financial nature that is privileged or confidential.
Recommendation RemarksAuthorized by the Export Adminsitration Act of 1979 (50 U.S.C. app. 4601-4623) as amended by the Export Administration Amendments Act of 1985, P.L. 99-64, 99 Stat. 120 (July 12, 1985). Although the Export Administration Act of 1979 (EAA), as amended, has expired, its provisions and those of the Export Administration Regulations were continued in effect, and to the extent permitted by law, when the President by Executive Order invoked the International Emergency Economic Powers Act.
