How does cmte accomplish its purpose?*The Board of Regents was established according to 10 U.S.C. 2113a, to assist the Secretary of Defense in an advisory capacity and shall meet at least once a quarter. Also according to 10 U.S.C. 2113a the Secretary of Defense, or his designee, is an ex officio member of the Board. At each quarterly meeting the University President and deans provide informational reports on all aspects of University operations. At Board meetings, actions include recommendations on such issues as new academic programs; faculty members; medical and graduate nursing degrees; graduate degrees in dentistry and the biomedical sciences; undergraduate associate's and bachelor's degrees; and University awards.
How is membership balanced?*According to 10 U.S.C. 2113a the Board shall consist of nine persons outstanding in the field of health care, higher education administration, or public policy who are appointed from civilian life by the Secretary of Defense; the Secretary of Defense or his designee, who shall be an ex officio member; the Surgeons General of the Uniformed Services, who shall be ex officio members; and the President of the University, who shall be a non voting ex officio member. The current membership reflects representatives of the University programs and backgrounds including academic institutions, public service organizations, and military medicine.
How frequent & relevant are cmte mtgs?*According to 10 U.S.C. 2113a the Board of Regents meets at least once a quarter. The Board is an integral part of the University; reviewing degrees and faculty appointment and/or promotion recommendations. Additionally, according to leadership and governance recommendations from the Middle States Commission on Higher Education the Board of Regents meets an institutional requirement.
Why advice can't be obtained elsewhere?*Federal statute (10 U.S.C. 2113a) requires the Secretary of Defense to establish the Board of Regents.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C.§552b(c). Pursuant to DoD Policy, closed meetings can only be authorized by the DoD Sponsor, the Under Secretary of Defense for Personnel and Readiness or designee, and only after consultation with the Office of General Counsel for the Department of Defense.
Recommendation RemarksThe ex officio committee members and government employees (Secretary of Defense designee, President of the Uniformed Services University, the Surgeons General of the Army, Navy and Air Force, and the Surgeon General of the United States) have no fixed membership terms.

The Board of Regents does not always issue a separate report for the Government decision maker. The Board of Regents meeting minutes contain the Board's recommendations. These recommendations are described and enumerated in the Performance Measures section.

*NOTE* The February 2019 Board meeting was canceled due to the partial Government shutdown that impacted Federal Register operations. As such, the University only conducted three Board meetings during FY 2019.

Outcome Increased Customer SatisfactionYesAction CommentThe Board continues to provide advice and recommendations on academic and administrative matters critical to the full accreditation and successful operation of the University. These actions are necessary for the University to pursue its mission, which is to educate, train and comprehensively prepare uniformed services health professionals, officers, scientists and leaders to support the Military and Public Health Systems, the National Security and National Defense Strategies of the United States, and the readiness of our Uniformed Services. Examples include endorsing the creation of two branch campuses, one in San Antonio and one in San Diego; creation and expansion of a Postgraduate Dental College; expansion of clinical research across the University; creation of diverse interdisciplinary academic centers; the establishment of the Enlisted to Medical Degree Preparatory Program; and the creation and establishment of a College of Allied Health Sciences.
