How does cmte accomplish its purpose?*Pursuant to 10 U.S.C. § 175 and § 10301, The Board shall serve as an independent adviser to the Secretary of Defense to provide advice and recommendations to the Secretary on strategies, policies, and practices designed to improve and enhance the capabilities, efficiency, and effectiveness of the reserve components. In addition, the Board may act on those matters referred to it by the chair and on any matter raised by a member of the Board or the Secretary of Defense.
How is membership balanced?*The committee's membership is directed by 10 U.S.C. § 10301(c). The membership is balanaced across the spectrum between Uniformed Military Members from among the Seven Reserve Components and ten Special Government Employees from throughout the civilian community that have knowledge and skills to assist in crafting recommendations to the Secretary of Defense in accordance with the governing statute and charter.
How frequent & relevant are cmte mtgs?*Estimated number of meetings is four (4) per year for the full committee.
Why advice can't be obtained elsewhere?*This committee is directed by statute 10 U.S.C. § 175 and § 10301.
Why close or partially close meetings?Meetings are not closed to the public unless the DoD determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor, the Under Secretary of Defense for Personnel and Readiness, and only after consultation with the Office of General Counsel for the DoD.
Recommendation RemarksThe 2017 NDAA terminated the requirement for the Secretary to submit an annual report per 10 USC 113(c)(2), from the Reserve Forces Policy Board on the reserve programs of the Department of Defense and on any other matters that the Reserve Forces Policy Board considers appropriate to include in the report.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.

% of Recs Fully Implemented CommentBased on anecdotal evidence prior to July 2011. All the recommendations are being staffed within DoD. A 2020 Transition Book has been submitted to SecDef to provide to the new administration with 14 recommendations for improving the Total Force using the National Guard and Reserves. The RFPB proposed incorporation of the underlying Reserve Force structure principles at the inception of the Space Force and being linked in with NGB for providing additional input on force mix to ANG for Space Force discussion as part of FY2023 POM. The recommendation from the Determine the Fully Burdened Life Cycle Cost (FBLCC) of AC and RC Members Working Group has continued efforts with the Principal Deputy Director of CAPE to include RC tables in new DoDI 7041.01 and used within the DoD budgets. The OSD Comptroller ADVANA team are starting to develop an annual repeatable and update FBLCC dashboard using ledger data. The update on Reserve Component Duty Status Reform is moving forward for the NDAA, but that members of Congress have promised it would make it into the NDAA. The DoD Reserve Component Cyber Mission, nine recommendations are continuing to being implemented throughout the Reserve Component’s missions to leverage the RC reduced cost, civilian/AC acquired skills and experience, continuity and longevity. The Equipment Transparency initiative which advocates RC Budget Line Items in the Presidential Budget Request being submitted with the DoD Report to Congress on Equipment Transparency, and addresses the Army’s concerns over reprogramming flexibility. The Operational Reserve definition was just reviewed by the Joint Staff and is being forwarded to be reviewed into the DoDD 1200.17. The RFPB recommendations for National Commission on the Future of the Army and Air Force recommendations are continuing to being implemented and are being tracked. The Reserve Forces Policy Board recommends the recalculation of Reserve Component joint qualification requirements to be incorporated into what makes a Service member joint qualified. The RFPB recommendations to SecDef for the General and Flag Officer changes made in the Fiscal Year 2017 National Defense Authorization Act to retain the statutory requirement of O-9 for the Vice Chief of the National Guard Bureau, the Directors of the Army and Air National Guard, and the Chiefs of each Reserve Component has been submitted to Congress for consideration.Access GSA FACA WebsiteYes
