How does cmte accomplish its purpose?*The Board meets in an open, public forum receiving briefings and status updates from National Park Service officials regarding matters which have been or are scheduled to come before the Board, and/or issues in which the Board has expressed interest. Opportunity is provided for public response/comment on issues for consideration by the Board in formulating its recommendations. The use of a committee structure has enabled the Board to reach beyond its membership and tap expertise of non-members, greatly facilitating broadened accomplishments.
How is membership balanced?*Membership is composed of up to 12 citizens of the United States who have a demonstrated commitment to the mission of the National Park Service. Members are selected to represent various geographic areas across the United States of America. Members are appointed as follows: (1) Four persons who have outstanding expertise in the physical and/or social sciences, such as (a) history or geography; (b) archeology or anthropology; (c) historical or landscape architecture; or (d) biology, ecology, geology, or marine sciences. (2) Three persons who have outstanding expertise in management of the following areas: (a) national or state parks; (b) forests, wildlife refuges, or other protected natural areas; (c) historic areas or sites; or (d) have an extensive background in natural or cultural resources management. (3) Five persons who have outstanding expertise in professional or scientific disciplines that are important to the mission of the National Park Service, such as: (a) financial management or business development; (b) historical or recreational land use management or planning; (c) business management, marketing or entrepreneurship; and (d) of which at least one individual shall also have extensive private sector experience. (4) Among all categories, at least one person who at the time of selection serves as a locally elected official from an area adjacent to a national park unit. (5) Among all categories, at least one person who is a veteran and/or has a physical impairment.
How frequent & relevant are cmte mtgs?*Meetings of the full Board generally are scheduled twice a year, with interim meetings of committees as needed to conduct research and fact finding relevant to matters to come before the Board. The Board advice includes recommendations to the Secretary of the Interior on the designation of national historic landmarks (NHLs), national natural landmarks (NNLs), and recommendations as to the national historic significance of proposed national historic trails (NHTs). The Board met twice in FY 2020. (1) An in-person meeting scheduled for March 11-12, 2020, in San Francisco, CA, was cancelled due to Covid-19 related restrictions. The meeting was rescheduled and held by teleconference on June 30, 2020, at which the Board approved recommendations supporting the following: (a) Designation of the Hermitage Hotel (Nashville, TN), as a National Historic Landmark; (b) Updating and improving Director’s Order #42, Accessibility for Park Visitors; (c) Curriculum changes for Supervisory Essentials; and (d) Increasing Health, Wellness, and Resiliency by Reclaiming the NPS Heritage. (2) A proposed in-person meeting, was switched to teleconference due to the Coronavirus pandemic and held on September 16-17, 2020, at which the Board approved recommendations supporting the following: (a) Designation of 11 new National Historic Landmarks; (b) Updated documentation for two existing National Historic Landmarks; (c) Designation of two new National Natural Landmarks; and (d) Staff training to facilitate implementation of the Great American Outdoors Act.
Why advice can't be obtained elsewhere?*The National Park System Advisory Board to date is the only advisory body of its kind within the Department of the Interior with a mandate to advise the Secretary on issues relating to the National Park System in general.The Board has met regularly since its inception in 1935 with the exception of four lapses in its legislative authority. In each instance, procedures were implemented to administratively re-establish the Board by authority of the Secretary of the Interior.
