How does cmte accomplish its purpose?*This Committee advises the Director of NIST on carrying out the provisions of P.L. 107-231 and reviews the procedures developed under section 2(c)(1) of the Act and reports issued under section 8 of the Act. The Committee advises the Director of NIST by providing advice on the functions of National Construction Safety Teams under section 2(b)(2); providing advice on the composition of Teams under section 3; providing advice on the exercise of authorities under sections 4 and 5; providing advice on the procedures developed under section 2(c)(1); and providing advice on the reports issued under section 8.
How is membership balanced?*Members reflect the wide diversity of technical disciplines and competencies involved in the National Construction Safety Teams investigations. Members are drawn from industry and other communities having an interest in the National Construction Safety Teams investigations, such as, but not limited to, universities, state and local government bodies, non-profit research institutions, and other Federal agencies and laboratories.
How frequent & relevant are cmte mtgs?*The Committee meets at least once per year. To promote efficient spending, as directed by Executive Order 13589, the Committee conducts web conferences or teleconferences in lieu of face-to-face meetings, when feasible.
Why advice can't be obtained elsewhere?*This Committee is required by law. The law requires this Advisory Committee to help the Director of NIST to fulfill his/her responsibilities under the National Construction Safety Team Act, P.L. 107-231.

Recommendation RemarksThis Committee functions solely as an advisory body, in accordance with the provisions of the Federal Advisory Committee Act. Two virtual meetings were held in FY 2020. Once in December of 2019, and one in July of 2020. The estimated annual cost of the committee is not to exceed $60,000 per year, the actual cost for FY20 came in at $28,772.08 due to the cost of employee labor. Due to the COVID 19 pandemic no face to face meetings were held in FY20. The FY21 cost is estimated at $50,911.54. There is an anticipated increase in travel cost for FY21 assuming the COVID19 pandemic comes to an end, and people are able to meet in person.

Number Of Recommendations CommentIn the NCSTAC’s most recent report to Congress (submitted December 5th, 2019) they made three new recommendations to NIST. Below is a brief summary of the recommendations.

1. We note that NIST has engaged in exploring the possibility of obtaining and analyzing social media data for future research endeavors. We understand the complexity of data collection, storage, management, and analysis that accompanies this process, and we recommend continued perseverance and ongoing efforts in this area.

2. Given the importance of documenting and collecting time-sensitive data with NCST activities, we recommend that NIST investigate whether other federal agencies, such as the NTSB, have developed protocols for quick response activities. This could be crucial for potential future
disasters such as an earthquake in a heavily populated area.

3. While it is probably not realistic nor in the public’s best interest to require that common commercial buildings and single-family homes be designed for the most severe tornadoes, some individuals and/or jurisdictions may want to improve their tornado protection voluntarily and such protective measures should be described incrementally so that voluntary improvements can be incorporated with cost-benefit considerations. The Advisory Committee encourages NCST to continue to explore alternative strategies, especially the improvement of tornado shelter standards and public tornado sheltering strategies.

% of Recs Partially Implemented CommentOf the 5 recommendations NIST partially implemented, the first 3 were partially accepted and implemented because they were either more costly and intrusive than necessary to collect research data, not feasible, or are outside of NIST's mission. The last 2 recommendations are partially implemented because NIST is still in the process of implementation.


1) WTC Investigation: Interviews done in support of Project 7 for the WTC investigation should be recorded on audiotape and transcribed.

Status: Complete. (Partially Implemented) Interviews will be taped if the interviewee agrees. Transcripts will not be made as part of the investigation.


2) The Committee recommends that NIST collect data on fires following all disasters driven by natural events. The National Fire Incident Reporting System (NFIRS) is intended to capture fire data but, in fact, leaves gaps in the data. NIST staff, trained in mass-disaster data collection and armed with simple collection and recording systems that can capture geospatial data, could greatly enhance the usefulness of NFIRS.

Status: Complete. (Partially Implemented) -NIST agrees with the spirit of your recommendation, and with your observation that systematically collecting data from fires caused by natural events would be very beneficial. -NFIRS is managed by the U.S. Fire Administration, and they said that they already are overloaded with priority requests to improve NFIRS and they lack the ability to respond to the requests now considering their limited resources. -NIST has been working on a specialized Wildland Urban Interface (WUI) data collection system for several years as a proof-of-concept, which could be expanded to non WUI-fire disasters. Our goal would be to (1) pilot this technology in a limited way on a select number of investigations to test its effectiveness, and (2) link the data to the Disaster and Failure Events Repository.

3) Joplin Investigation Recommendation: The Committee recommends that NIST develop an education package based on a standard response plan that could be adapted by local safety officials. The investigation of public response to alerts prior to touchdown of the Joplin, MO tornado uncovered a degree of misunderstanding about the nature of tornado hazards and about the reality of the threat to Joplin. A standardized, authoritative education package can be the basis of helping citizens protect themselves.

Status: Complete. (Partially Implemented)-Doing specific education-related work about the nature of tornado threats and how to respond to alerts – including preparation of education packages – is not within NIST’s mission. -However, NIST has spoken to NFPA and NOAA about education and outreach in emergencies, and we are trying to catalyze their work in this area. We’ve made sure that both organizations are aware of the Committee’s concerns and views.

There are 2 recommendations that have been fully accepted, but are partially implemented because NIST is still in the process of implementing them.

1) Joplin Investigation Recommendation: Single family homes are a very large fraction of all construction, and the construction of nearly all single-family homes is controlled by the International Residential Code (IRC), rather than the previously cited engineering standards. Therefore, the Committee recommends that NIST also undertake studies to enable improvements to the IRC.

Status: The standard for tornado wind speed maps are still evolving, based on feedback from our Stakeholder Workshop and the ASCE 7 Wind Load Subcommittee and ASCE 7 Main Committee. Once the final tornado load methodology is nearing completion, NIST will then begin work to develop proposed changes for all of the relevant codes (potentially including the IBC, IEBC, and IRC), in collaboration with other stakeholders.

Status: Partially Complete: In 2022, NIST plans to conduct a series of workshops to identify
opportunities, challenges, and best practices associated with design and operation of public tornado shelters. These workshops will be similar to the one held in March 2019 in collaboration with NOAA,
FEMA, academia, local governments, and the private sector.

Agency Feedback Comment*NIST provides feedback directly to the Advisory Committee during its meetings, either face-to-face, via teleconference or web conferencing.Narrative Description*The National Construction Safety Team Act (P.L. 107-231) was signed into law by the President on October 1, 2002. The Act authorizes the Director of the National Institute of Standards and Technology to establish National Construction Safety Teams (NCST) for deployment after events causing the failure of a building or class of buildings that has resulted in substantial loss of life or that posed the potential for substantial loss of life. The Act directs NIST to establish a Federal Advisory Committee to advise the Director on carrying out this Act and to review the procedures developed under Section 2(c)(1) of the Act and the reports issued under Section 8 of the Act. The National Construction Safety Team Advisory Committee is composed of individuals who are experts in their respective fields. The committee advises the NIST Director and NCST teams on the conduct of investigations, reviews and provides advice on the technical approaches used in investigations, reviews and provides advice on findings, conclusions and recommendations resulting from NCST investigations, and reviews and provides comments on written investigation reports. The NCST Advisory Committee provides an outside perspective to NCST investigations that lends credibility to the resulting findings, conclusions, and recommendations.
