Committee Detail

Note: An Annual Comprehensive Review, as required by §7 of the Federal Advisory Committee Act, is conducted each year on committee data entered for the previous fiscal year (referred to as the reporting year). The data for the reporting year is not considered verified until this review is complete and the data is moved to history for an agency/department. See the Data From Previous Years section at the bottom of this page for the committee’s historical, verified data.

How does cmte accomplish its purpose?*The Federal Advisory Committee for the National Cooperative Geologic Mapping Program meets to evaluate progress made towards fulfilling the Federal, State, and Educational components of the National Geologic Mapping Act (NGMA)as well as an evaluation of the progress of the National Geological and Geophysical Data Preservation Program (NGGDPP) as established by the NGGDPP Act of 2005 (Public Law 109–58).
How is membership balanced?*The committee consists of the following: two USGS ex officio members (Chair/Vice Chair), four Federal ex-officio members, two State representatives, two private-sector representatives, and one academic representative, which is mandated by its law.
How frequent & relevant are cmte mtgs?*The committee meets at least annually. The Chair may call other meetings of the Advisory Committee as deemed appropriate. Meetings are called to improve coordination among Federal, State, academic, and private sector institutions involved in geologic mapping and the earth sciences.
Why advice can't be obtained elsewhere?*No other organization or group exists that provides the breadth of Federal, State, private-sector, and academic membership.
Why close or partially close meetings? All meetings of the Advisory Committee are open unless otherwise specified.
Recommendation RemarksOne meeting was held during FY 2020; the Committee met via teleconference at the beginning of FY2020 on October 31, 2019. The primary focus of this meeting was to finalize FY19 recommendations that were drafted during an in-person FY19 meeting in August 2019. No additional FAC action was taken in FY20 (other than Charter Renewal) due to disruption related to COVID-19.

Number Of Recommendations CommentIn FY20, the Committee finalized and continued working towards recommendations that were initially drafted at the end of FY19. To clarify: No new recommendations were made in FY20 as the Committee did not have a full formal in-person meeting due to COVID.

The Committee finalized FY19 recommendations, drafted at the end of FY19, and for the duration of FY20 the NCGMP and NGGDPP worked towards acting on these recommendations. The Committee made 11 recommendations at the end of FY19: NGGDPP
1. Recommend NGGDPP consider broadening eligibility for grant program to include regional repositories and support facilities, possibly in collaboration with universities. This could include funding for teaching labs and “themed” facilities focused on specific types of minerals, core, etc. This could expand the reach of the program and raise the visibility, in conjunction with better marketing.
2. Recommend NGGDPP look at the NCGMP approach to EarthMRI dollars and consider adopting a similar approach; since this supplemental funding is not part of the NCGMP allocation, the EarthMRI award process does not require match or formal panel review; this could be helpful to NGGDPP in bolstering data preservation grants with EarthMRI funds.
3. Recommend NGGDPP pursue collaborative opportunities with Stephanie Gaswirth and the National Cooperative Energy Data Repository.
4. Consider adding GeMS requirement language to NGGDPP Program Announcement. Recommend NGGDPP work with Earth MRI Program Coordinator on possible Earth MRI funding for GeMS to supplement NGGDPP awards.

5. Recommend exploring possibilities for targeted 3D geologic mapping efforts coordinating between FEDMAP and the National Park Service, building upon previous successful mapping efforts in National Parks.
6. Recommend NCGMP explore new avenues for outreach and promotion of the Program. Specifically: develop an informal advertisement (such as a postcard) that would not require the lengthy publications review process – AASG would be happy to distribute; advertise the EDMAP Program Announcement through GSAToday; pursue GSA GeoCorps intern or contractor support to develop metrics and statistics to illustrate the Program’s successes; seek opportunities to highlight EDMAP students, including an article in AIPG’s The Professional Geologist; expand recognition for winners of the Best Student Geologic Map Competition, including coordination with high-level University staff and invited guest seminar at the USGS.
7. Recommend NCGMP clarify EDMAP Program Announcement to clearly stipulate that any and all faculty are eligible – including adjunct faculty members employed at State Geological Surveys.
8. Consider the possibility of setting aside a portion of NCGMP discretionary funds for the production of specific, targeted derivative products, intended to raise the profile of NCGMP and the program’s ability to meet the needs of stakeholders nationwide.
9. Recommend NCGMP present on Earth MRI status and future plans at 2020 AASG Annual Meeting.
10. If NCGMP receives increase to allocation, recommend the program explore the possibility/viability of a composite-match approach for STATEMAP funding, thereby enabling some smaller states to apply for more funding when they would otherwise be at a disadvantage with the 1:1 match requirement for each individual state.

Other Committee Recommendations
11. Suggest both NCGMP and NGGDPP work together to hold intensive, hands-on GeMS workshops modeled after Digital Mapping Techniques.
