How does cmte accomplish its purpose?*The Committee normally provides the U.S. Government views from maritime industry and private citizens on a wide range of technical issues connected with shipping security, safety and environmental protection. The Committee regularly considers numerous significant International Maritime Organization (IMO) initiatives relating to maritime security, safety, and environmental protection.
How is membership balanced?*The 20 members of the Committee represent a cross section of interests and balance of views from the shipping industry, environmental groups and U.S. Government agencies. Private citizens, whether or not they are members, are invited to attend and speak at meetings.
How frequent & relevant are cmte mtgs?*During fiscal year 2020, the Committee did not meet due to COVID-19 cancellations and restrictions. The International Maritime Organization (IMO) postponed all of its 2020 meetings into FY21 and therefore, all Committee meetings were postponed to align with IMO meeting timelines.
Why advice can't be obtained elsewhere?*Continuation of the Committee is justified as the most cost effective method available to the Department of State, the Department of Homeland Security (including the U.S. Coast Guard), the Environmental Protection Agency, the National Oceanic and Atmospheric Administration, the Department of Defense, the Department of Transportation and other interested agencies to obtain input from the private sector. If the Committee were discontinued, ad hoc consultations with key officials in the sector would reduce the opportunity for small businesses, labor groups and environmentalists to make known their views.
Why close or partially close meetings?N/A. There were no closed meetings of the Committee in FY20.
Recommendation RemarksThis Committee does not traditionally generate and/or issue reports for its work. No reports were generated and/or issued this past year. The Committee does not presently maintain a website. In past years, the Committee has had 16 Subcommittees. However none of the individual Subcommittees were active this year.

The costs of this Committee are estimated based upon a percentage of the salary of the DFO who also serves as a committee member. All other committee members participate in the activities of the committee as a collateral duty for which no additional allocation of costs would be appropriate. The payments to Federal Members ($10,306) represents that portion of the DFO's federal salary & benefits proportional to the percentage of estimated time spent on the work of the Committee by the DFO. Additional costs provided are for printing and other administrative costs.
