How does cmte accomplish its purpose?*Federal statute directs the committee to submit, no later than July 1st of each year, to the Secretary of Defense and the congressional defense committees a report on military family readiness. Each report, at a minimum, includes the following:1. An assessment of the adequacy and effectiveness of the military family readiness programs and activities of the Department of Defense during the preceding fiscal year in meeting the needs and requirements of military families.2. Recommendations on actions to be taken to improve the capability of the military family readiness programs and activities of the Department of Defense to meet the needs and requirements of military families, including actions relating to the allocation of funding and other resources to and among such programs and activities.
How is membership balanced?*The Council, pursuant to 10 U.S.C. § 1781a(b), shall be comprised of no more than 18 members appointed as follows: (1) the Under Secretary of Defense for Personnel and Readiness, who shall serve as chair of the Council; (2) one representative of each of the Army, Navy, Marine Corps, and Air Force, who shall be appointed by the Secretary of Defense; (3) three individuals appointed by the Secretary of Defense from among representatives of military family organizations, including military family organizations of families of members of the Active duty components and of families of members of the Reserve components; (4) the senior enlisted advisors of the Army, Navy, Marine Corps, and Air Force [up to two of these members may be filled by the spouses of the Senior Enlisted Advisor]; (5) A member or civilian employee of the National Guard Bureau to represent both the Army National Guard and the Air National Guard; (6) A spouse or parent of a member of each service. Two are from active duty and two from Guard or Reserve; and (7) the Director of the Office of Community Support for Military Families with Special Needs.
How frequent & relevant are cmte mtgs?*The council meets no less than twice per fiscal year and continues to meet the Council mission and objectives. During FY20, the Council held three open meetings to which the public was invited.
Why advice can't be obtained elsewhere?*Federal statute (10 U.S.C. § 1781a) requires the Secretary of Defense to establish this committee.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor (i.e., the Under Secretary of Defense for Personnel and Readiness), and only after consultation with the Office of the Department of Defense General Counsel.
Recommendation RemarksThe Military Family Readiness Council is composed of a diverse mix of uniformed and civilian DoD regular government employees, some of whom are ex-officio and some who were chosen individually by the agency head, as well as several special government employees chosen for their unique perspectives as military family members or members of military family organizations.

Agency Feedback Comment*The Council provides status updates on MFRC Recommendations at follow-on open public meetings and provides information about implementation of recommendations through community outreach communications. It also works with sponsors of recommendations to develop and oversee implementation of all approved recommendations. Sponsors, DoD leaders and staff, and the public are invited to provide MFRC members with written submissions regarding the work of the Council, including recommendations and topics (focus areas) under review, throughout the year.Narrative Description*In accordance with Section 1781a of Title 10, U. S. Code, the Military Family Readiness Council provides independent assessment of the adequacy and effectiveness of the military family readiness programs and activities of the Department of Defense. The Council provides recommendations on how to improve these programs and activities to the Secretary of Defense and Congress in an annual report no later than July 1 of each year. The recommendations for FY2020 are recorded in the September 22, 2020 MFRC meeting minutes. The FY2020 recommendations will also be included in the FY2020 MFRC Annual Report, due no later than July 1, 2021.
