How does cmte accomplish its purpose?*The duties of the Standards Board are to review proposed voluntary voting system guidelines and EAC technical guidance. Members play a role in recommending candidates for the EAC Executive Director. They also may hold hearings and take testimony related to carrying out the provisions of the Help America Vote Act.
How is membership balanced?*Each State is allowed two representatives - one representing the State Election Official and one representing local election officials; the representatives may not be of the same political affiliation.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 1. According to the Help America Vote Act, the Standards Board should hold a meeting of its members not less frequently than once every year for purposes of voting on the voluntary voting system guidelines. Every two years the Standards Board will meet to hold elections for Executive Board members.
Why advice can't be obtained elsewhere?*The Committee provides review of: the proposed Voluntary Voting System Guidelines, voluntary guidance regarding Title III of the Help America Vote Act (HAVA) of 2002, and best practices recommendations of reports submitted under section 242(b) of HAVA.This Committee is statutorily designated to provide review and input to the Election Assistance Commission

Outcome Increased Customer SatisfactionYesAction CommentWhile the agency may reorganize priorities and reallocate resources in terms of priority of research and reports, the agency creates those priorities with feedback from the Committee and other advisory committees, as well as feedback from the public. The EAC is limited with regards to rulemaking authority and cannot issue regulations outside of the statutorily mandated regulations regarding the NVRA, and EAC does not propose legislation or lobby for legislation. Requirements Payments are doled out in accordance to HAVA and grant applications are not reviewed by the Committee.

Number Of Recommendations CommentThe Standards Board adopted 2 resolutions with recommendations on July 30, 2020. The Standards Board adopted no resolutions in FY 2019 and 3 resolutions in FY 2018. The Standards Board adopted no resolutions at its meeting in FY2017. In FY2016, the Standards Board met and adopted five guiding principles to develop the project charter of the Technical Guidelines Development Committee (TGDC) for the next set of the Voluntary Voting System Guidelines (VVSG). At this meeting, the Standards Board also approved a motion to adopt a set of high level guidelines to requirements to test assertion. Agency Feedback Comment*The EAC does not provide formal feedback to the Standards Board, but provides constant updates, through the Executive Board of the Standards Board, to detail how the agency implements and moves forward in light of resolutions & recommendations from the Standards Board. This is done through the DFO and the Executive Director. Additionally, in FY 2011, we provided an updated status chart to the membership detailing each resolution provided over the life of the Committee and the EAC's actions upon each.Narrative Description*Standards Board gives required review of the VVSG document, as well as review and comments on EAC guidance documents and major deliverables.
