How does cmte accomplish its purpose?*The Secretary of Energy Advisory Board (SEAB) provides advice and recommendations to the Secretary of Energy on the Department’s basic and applied research and development activities, economic and national security policy, educational issues, operational issues, and on any other activities and operations of the Department of Energy as the Secretary may direct. Much of its work is conducted through subcommittees/task forces. The objectives of the subcommittees/task forces are to make recommendations to the parent Board with respect to particular matters related to the responsibilities of the parent Board. Such subcommittees/task forces or workgroups may not work independently of the Board and must report their recommendations and advice to the full Board for full deliberation and discussion. Subcommittees/task forces and workgroups have no authority to make decisions on behalf of the chartered Board, nor can they report directly to the Department of Energy.
How is membership balanced?*SEAB is comprised of recognized private industry experts and individuals from scientific and academic communities, regulatory entities, and stakeholder organizations knowledgeable about the DOE mission. Specific expertise relevant to the mission/function of the Board includes: research and development, policy-making, environmental stewardship, venture capital investment, and strategic planning.
How frequent & relevant are cmte mtgs?*The Board meets at least once per year or as frequently as needed to provide timely advice to the Secretary of Energy. Subcommittees/task forces of the Board will meet more frequently to work on specific issues and report their findings and recommendations to the Secretary through the Board. The Board will provide the Secretary of Energy with essential independent external advice on issues of national importance related to the missions of the Department of Energy. The Board met three times in FY 2020.
Why advice can't be obtained elsewhere?*The Board is the only independent external advisory body that was charged with providing high-level advice and recommendations on issues related to the conduct of Department of Energy business and the public interest. The Board is an effective means for the Federal Government, specifically the DOE, to continue obtaining timely, balanced, and expert advice on matters concerning the Department's research, development, and technology activities; energy and national security responsibilities; environmental cleanup activities; energy-related economic activities; and guidance in other activities and operations of the Department at the Secretary's request. There is a compelling need for such advice, both by the Federal Government and by the DOE. The Board offers a wide range of technical knowledge that was not available to the Department through existing advisory committees, public hearings, solicitations of comment from the public, or contractors.
