How does cmte accomplish its purpose?*The goal of the Committee was to provide a formal channel for regular consultation and coordination on major economic, social and legal issues and problems in cyber and international communications and information policy, especially as these issues
and problems involved users of information and communications services, providers of such services, technology research and development, foreign industrial regulatory policy, the activities of international organizations with regard to communications and information, and developing country interests. New directions and rapid growth within the telecommunications and IT industries, as well as an evolving regulatory environment, produced challenges to individual firms as well as to the industry as a whole. The Deputy Assistant Secretary overseeing the Office of International Communications and Information Policy afforded members an opportunity to provide input in advance of upcoming bilateral and multilateral meetings. He also ensured that the Department of State worked in tandem with other agencies involved in telecommunications, sharing input from ACCICIP members on important telecommunications industry developments with other agencies. In addition to conveying information to ACCICIP members during regular meetings, the Deputy Assistant Secretary overseeing the Office of International Communications and Information Policy and the Economic Bureau of the U.S. Department of State maintained outreach via social media and Department web sites to provide information to members and the public about late-breaking events.
How is membership balanced?*The Membership of the ACCICIP has expired and this committee has been terminated via Executive Order via OMB.
How frequent & relevant are cmte mtgs?*The Committee did not hold a full Committee meeting in FY 2019. It is not unusual in years where there are major changes in Department level leadership to not hold a meeting of the full committee. The International Disaster Response Sub-Committee of the ACCICIP met one time via teleconference in FY 2019 to consult and coordinate on issues and problems related to enabling the use of information and communications technologies in international disaster response. Meetings of the full Committee attracted attendees from the membership, the public and the media. Going forward, this Committee will not meet because it has been terminated in response to the Executive Order 13875 request via OMB.
Why advice can't be obtained elsewhere?*In the United States, the telecommunications and information technology sectors are intensely competitive. The Committee is a key forum in the U.S. government for developing and presenting a range of inputs of these competitive industries, and civil society, for the consideration of U.S. communications and information policy officials as they formulate policy or prepare for negotiations on international communications and information issues, either bilaterally or multilaterally. This Committee, furthermore, was unique in having the ability to focus on issues beyond the more limited telecommunications arena, and integrate both the telecommunications and information technology industries in the Committee's work. The Committee had a broad industry membership drawn from various sub-sectors and civil society to provide the necessary input into the policy development process.

Recommendation RemarksThe Committee was a unique forum that served the Department of State in an advisory capacity concerning major economic, social and legal issues and problems in cyber and international communications and information policy. The Committee provided input on key developments in this field, as well as information on private sector activities, industry commercial concerns with foreign governments, regulatory issues, and other areas affected by U.S. Government negotiations and advocacy. The State Department had the lead in international negotiations in this area, and the committee has provided advice in the formulation of United States communications and information policy, positions and proposals forThe Committee did not issue a report or recommendations this fiscal year. It is not unusual for there to be years where no formal reports are issued. Agency has adopted and advocated frequently for VOIP recommendations 1, 2, 3 & 4 below (for more information, see the committee's VOIP Report). 1. Decision-making processes must be transparent. Regulation should foster deployment, capital investment, and competition. Regulatory decisions should be made in a timely fashion and incorporate flexibility, and should encourage innovation and competition. 2. Avoid imposing legacy regulations on VoIP and IP networks, including today's international telecommunications settlement regime. A light regulatory approach is appropriate, especially where competition takes root. Greater regulation is appropriate to protect users and competitive opportunity where competition is not taking place, but should be reduced as competition is established. As in all markets, competition law should also remain available to guard against anti-competitive behavior.3. Work to promote achievement of social policy objectives such as law enforcement, emergency services and other national interests—but drive these objectives in an evolutionary manner, relying whenever possible on industry-developed standards, moving toward achievement of these goals consistent with the capabilities of the technology without stifling the service in the meanwhile. 4. Users should be able on a non-discriminatory basis to run applications of their choice and to attach any devices that they may choose on underlying networks—particularly broadband connections since those are typically necessary for VoIP to work today—consistent with the user’s service plan, unless there would be harm to the network, or theft of service would be enabled. Agency has published recommendations by the Committee to increase collaboration among Information and Communications Technology (ICT) organizations, the humanitarian community, and governments in disaster response.
