How does cmte accomplish its purpose?*The Aviation Rulemaking Advisory Committee (ARAC) accomplishes its purpose by holding four meetings a year discuss taskings, review recommendations, and working group status reports. Minutes are taken at these meetings and are part of the public record.
How is membership balanced?*The FAA balances ARAC membership by considering key aviation stakeholder groups to include associations and organizations. Members represent organizations directly and indirectly impacted by FAA regulations (e.g., aircraft owners and operators, airmen and flight crewmembers, organizations representing airports, maintenance providers, manufacturers, public citizen and passenger groups, and training providers)
How frequent & relevant are cmte mtgs?*ARAC held three meetings in FY 19. ARAC meetings provided a forum for the members to: (1) review the work products of the technical groups; (2) review the status of ongoing taskings; and (3) discuss and accept new tasks.
Why advice can't be obtained elsewhere?*Because of the restrictions placed on regulatory agencies by the Administrative Procedure Act, the agency cannot solicit the advice of its affected public prior to issuing regulatory proposals unless it goes through the public-meeting process or establishes a formal advisory body. ARAC includes members representing virtually every interest that could conceivably be affected by agency rulemaking (including the general public), thus enabling the agency to obtain vital input before it publishes a proposal.

The FAA also provides ARAC with updates on FAA action on recommendations at ARAC public meetings.Narrative Description*The Aviation Rulemaking Advisory Committee (ARAC) provides the Federal Aviation Administration (FAA) with information, advice, and recommendations. Cost RemarksAs a result of the pandemic, ARAC-related in-person meetings were canceled in March 2020. As a result, the payments to Federal staff and travel reimbursements to Federal staff reflects the cancellation of travel and meetings beginning in March 2020.Est Cost RemarksThe FAA plans to assign new taskings to ARAC, including requirements from the FAA Reauthorization Act of 2018. The FAA also anticipate in-person meetings in FY 2021 quarters 3 and 4 so we have included estimated travel reimbursement. The estimated figures are based on FY 2021.
