How does cmte accomplish its purpose?*The RAC offers advice to the BLM and serves as a sounding board and input-working group for the field managers in North and South Dakota.
How is membership balanced?*The Dakotas Resource Advisory council is composed of up to 15 members distributed in a balanced fashion among the following groups and within those groups. Specific interests include: Category I includes those holding Federal grazing permits or leases, interests associated with transportation or rights-of-way, developed outdoor recreation, OHV users, or commercial recreation activities, commercial timber industry, or energy and mineral development. Category II includes nationally or regionally recognized environmental organizations, dispersed recreation activities, archaeological and historical interests, or nationally or regionally recognized wild horse and burro interest groups. Category III includes state, county, or locally elected office-holders, employee of a State agency responsible for the management of natural resources, Indian Tribes within or adjacent to the area for which the RAC is organized, are employed as academicians in natural resource management or the natural sciences, or represent the public-at-large.
How frequent & relevant are cmte mtgs?*The RAC typically meets 2-3 times a year.
Why advice can't be obtained elsewhere?*The RAC members are able to bring a wide variety of expertise to the table for open discussions, the product of which is provided to the BLM as recommendations.
Why close or partially close meetings?All meetings are open to the public. Notices of the meetings are published in the Federal Register, posted on the BLM Montana/Dakotas website and distributed to local print and broadcast outlets, organizations and political representatives via news releases.
Recommendation RemarksThe Dakotas Resource Advisory Council did not meet in FY 2020.

The RAC was consolidated with the North Central Montana (2059) and Eastern Montana (2060) Resource Advisory Councils into a single Missouri Basin Resource Advisory Council (84608).

The 9 previous recommendations are:

1. Recommendation to increase fees at Schnell Recreation Area.

2. Recommendation to address oil and gas reclamation bonding as per a Government Accountability Office study.

3. Recommendation for a programmatic reform of the Federal coal program and how it is administered and for the timely leasing of federal coal projects in North Dakota.

4. Recommendation to endorse a statewide Montana/Dakotas RAC Resolution to extend the terms of sitting RAC members if their designated replacement has not been appointed by the Secretary.

5. Recommendation supporting a trails proposal for the Fort Meade Recreation Area.

6. Recommendation supporting the draft Sustaining Working Landscapes Initiative.

7. Recommendation that BLM maintain Fort Meade as an Area of Critical Environmental Concern (ACEC) in the revised RMP.

8. Recommendation to continue ACEC status for the Fossil Cycad ACEC, but for additional analysis to be conducted to determine if significant fossil cycads remain to justify the site’s status.

9. Recommendation for ACEC status for a significant paleontological area known as Mud Buttes in North Dakota.

Agency Feedback Comment*Narrative Description*Members of the BLM's Dakotas RAC provide varied and valuable input on a number of issues. The RAC is also a vehicle for public participation because members represent various organizations and there is always a public comment period during RAC meetings.RAC didn't meet in FY2019. The BLM distributes meeting notes to all RAC members after each meeting. These notes are also posted on the RAC website Individuals can also call the Designated Federal Officer directly with questions or concerns and do so on a regular basis. RAC members do not wait for the general meetings to engage managers but contact them regularly to express opinions or concerns and get updates on topics they are interested in.
