How does cmte accomplish its purpose?*Section 402(b)(3) of the Public Health Service Act states that ...the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492. Section 492(b) states that the Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. This Board assesses the quality of the Institute intramural research programs and evaluates the productivity and performance of staff scientists, necessary functions for the operation of a highly effective intramural research program. The Board is composed of recognized biomedical and or behavioral research authorities who represent the forefront of research and technical knowledge and who provide evaluation and peer review of Institute laboratories and staff scientists in the following areas: diabetes, endocrinology, and metabolism; digestive diseases and nutritional disorders; and kidney, urologic and hematological diseases. The Board continues to provide indispensable evaluation and advisory functions in the science management of the intramural research programs. The Board normally holds two formal meetings each year for peer review of each laboratory and the chairman and individual Board members are frequently consulted for advice on staff appointments and program development. In 2020, one meeting was held in October and the April meeting was rescheduled to October 2020, putting it into FY2021. During the October 2019 meeting, the board reviewed the following labs: Laboratory of Biochemistry and Genetics, the Diabetes, Endocrinology, and Obesity Branch, Laboratory of Cardiac Energetics, and the Laboratory of Molecular Biology. In addition, the Board reviewed the work of 9 scientists, 3 of whom were possible tenure. The Board provides to the National Diabetes and Digestive and Kidney Diseases Advisory Council for review a description of its activities.
How is membership balanced?*The Board consists of eight members who are outstanding authorities knowledgeable in the specialized fields of diabetes, kidney diseases, molecular biology, chemistry, chemical physics, genetics, endocrinology, biochemistry and nutrition. The advisory role of the Board is scientific and substantive. The Board, through periodic visits to the laboratories, assesses the research in progress and evaluates productivity and performance of staff scientists.
How frequent & relevant are cmte mtgs?*The Board met one time during this reporting period. The Board generally holds two meetings each year for the peer review of intramural laboratories on a rotating basis as required by the PHS Act.
Why advice can't be obtained elsewhere?*The Board is composed of recognized biomedical research authorities from outside the NIH in order to secure unbiased and objective evaluation of intramural research programs. Their recommendations are invaluable because the complex nature of research in each laboratory requires a unique balance and breadth of expertise not available on the NIH staff or from other established resources.
Why close or partially close meetings?The meeting of the Board was closed for the review, discussion, and evaluation of individual programs and projects conducted by the Institute, including consideration of personnel qualifications and performance, the competence of individual investigators, and similar items, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Section 552b(c)(6) of the Government in the Sunshine Act permits the closing of meetings where discussions could reveal personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Note that the Designated Federal Official and Committee Decision Maker positions are both held by the Scientific Director of the Institute. The Board advises the Institute on issues associated with the Institute's Intramural Research Program, which is the primary responsibility of the Scientific Director.

Agency Feedback Comment*As part of the reports to the Board of Scientific Counselors, the Executive Secretary presents appropriate remarks regarding actions taken to implement the Board's recommendations and guidance from previous meetings.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by conducting research in its own laboratories. Section 402(b)(3) of the Public Health Service Act states that "the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492." Section 492(b) states that the "Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. The mission of the Board of Scientific Counselors is to assess the quality of the Institute's intramural research programs and to evaluate the productivity and performance of intramural scientists and shall also, as requested by the Director, NIH, undertake peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended."
