How does cmte accomplish its purpose?*The Environmental Protection Agency provides background materials and charge questions for consideration by the TSCA Science Advisory Committee on Chemicals (SACC). The SACC deliberates on the charges during public meetings and subsequently renders its advice and recommendations to the Agency in the meeting minutes and final reports. The SACC held 6 review sessions in FY 2020 and published 8 reports providing committee recommendations and advice to the Agency on a range of scientific issues. This year, the committee reviewed scientific issues being evaluated by the Environmental Protection Agency (EPA) regarding risk evaluations for methylene chloride, N-methylpyrrolidone, carbon tetrachloride, trichloroethylene, perchloroethylene, and asbestos.
How is membership balanced?*SACC members are selected on the basis of their qualifications to provide independent scientific advice and recommendations to the EPA on the scientific basis for risk assessments, methodologies, and pollution prevention measures and approaches for chemicals regulated under the Toxic Substances Control Act (TSCA). In accordance with TSCA, the SACC is composed of representatives of such science, government, labor, public health, public interest, animal protection, industry, and other groups as the Administrator determines to be advisable, including representatives that have specific scientific expertise in the relationship of chemical exposures to women, children, and other potentially exposed or susceptible subpopulations. The members also include representation of the following disciplines, including, but not limited to: toxicology, pathology, environmental toxicology and chemistry, exposure assessment, risk assessment and related sciences, e.g., pediatrics, synthetic biology, pharmacology, biotechnology, nanotechnology, biochemistry, biostatistics, PBPK modeling, computational toxicology, epidemiology, environmental fate, and environmental engineering and sustainability. The disciplinary expertise needed for SACC reviews depends on the scientific issues brought before the committee. Therefore, the expertise of the members is augmented throughout the year by the use of numerous ad hoc consultants.
How frequent & relevant are cmte mtgs?*The SACC met 6 times in Fiscal Year 2019. The Agency presented 6 risk evaluations to the Committee: methylene chloride, N-methylpyrrolidone, carbon tetrachloride, trichloroethylene, perchloroethylene, and asbestos. The Committee typically will conduct approximately 4 to 6 reviews each year. Review meetings normally range from two 2 to 5 days depending upon the number of review topics and the time needed for discussion.
Why advice can't be obtained elsewhere?*As required by the Frank R. Lautenberg Chemical Safety for the 21st Century Act, the SACC will provide independent advice and expert consultation, at the request of the EPA Administrator, with respect to the scientific and technical aspects of issues relating to the implementation of the Act.
Why close or partially close meetings?When necessary, SACC meetings may be closed or partially closed to allow the Committee to discuss confidential business information (CBI).

Lautenberg Chemical Safety for the 21st Century Act, and Goal 1, Objective 1.4 of the Agency's FY 2018-2022 strategic plan: Ensure Safety of Chemicals in the Marketplace. The SACC provides expert scientific advice, information, and recommendations to EPA’s Office of Pollution Prevention and Toxics (OPPT) on the regulation of chemicals, including: review of risk evaluations; models; tools; guidance documents; chemical category documents; and other chemical assessment products as deemed appropriate, that are prepared by OPPT; and addressing other scientific and technical issues that OPPT identifies as critical to implementing the Act. The SACC held 6 review sessions in FY 2020 and published 8 reports providing committee recommendations and advice to the Agency on a range of scientific issues.
