How does cmte accomplish its purpose?*The CASAC is required by statute (i.e., the Clean Air Act Amendments ([CAAA] of 1977 [P.L. 95-95]) to review the scientific criteria and the NAAQS for the six criteria air pollutants, and to provide independent scientific advice to the Agency as required by the CAAA and upon request from EPA. In fiscal year 2020, the CASAC produced four (4) advisory reports to the EPA Administrator in the following subject areas: Policy Assessment for Particulate Matter, Integrated Science Assessment for Ozone, Policy Assessment for Ozone, and Integrated Science Assessment Oxides of Nitrogen, Oxides of Sulfur, and Particulate Matter – Ecological Criteria. The CASAC held 5 meetings in fiscal year 2020.
How is membership balanced?*CASAC is composed of seven (7) members. The Administrator appoints a Chairperson and six members including, as required by CAA section 109(d), at least one member of the National Academy of Sciences, one physician, and a person representing State air pollution control agencies. Members shall be persons who have demonstrated high levels of competence, knowledge, and expertise in the scientific/technical fields relevant to air pollution and air quality issues. Members will generally serve as Special Government Employees (SGE).
How frequent & relevant are cmte mtgs?*The CASAC met five (5) times in FY 2020. The CASAC is required by statute (i.e., the Clean Air Act Amendments ([CAAA] of 1977 [P.L. 95-95]) to review the scientific criteria and the NAAQS for the six criteria air pollutants, and to provide independent scientific advice to the Agency as required by the CAAA and upon request from EPA. The frequency of meetings is, in large part, determined by the Agency’s progress in completing scientific criteria-and NAAQS-related documents for the CASAC’s review. The six criteria air pollutants for which a NAAQS has been established (particulate matter [PM], ozone [O3], carbon monoxide [CO], oxides of nitrogen [NOx], sulfur oxides [SOx], and lead [Pb]) are reviewed during overlapping five-year cycles. Reviews conducted during a given fiscal year may be part of an ongoing review carried over from the previous year, and similarly, may continue into the following fiscal year.
Why advice can't be obtained elsewhere?*Under the Clean Air Amendments of 1977 and 1990, Congress required that the CASAC complete a review of the criteria and the primary and secondary NAAQS and provide its advice and recommendations to the EPA Administrator. This advice is also requested by the Agency to ensure that EPA develops high-quality, credible, scientifically-accurate documents that rigorously support the scientific basis of the NAAQS. Providing such advice is also required by the Agency’s Peer Review Policy and Handbook.

Cost Savings CommentThe CASAC principally advises EPA on the scientific and technical aspects of issues related to air quality criteria and national ambient air quality standards (NAAQS) under sections 108 and 109 of the Clean Air Act (42 U.S.C. 7409). To accomplish this, the Committee reviews: (1) the Agency’s integrated science assessments (ISA) which provide an assessment of the latest scientific information on the effects of a particular criteria air pollutant on the public health and welfare; (2) the associated risk and exposure assessments (REA); and (3) the Policy Assessment (PA), which evaluates the policy implications of the key scientific and technical information contained in EPA’s associated ISA and REA. As there is typically a time lag of several years between the CASAC’s review of the ISA, REA and PA and the issuance (if any) of revised NAAQS for a particular criteria air pollutant, and because the Committee’s advice and recommendations may or may not be accepted by EPA, at the Agency's discretion, any cost savings associated with the CASAC cannot be determined.Grants Review CommentNA
