How does cmte accomplish its purpose?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide evaluation and peer review of Institute laboratories and staff scientists in the following areas: Craniofacial Skeletal Disease, Pain and Neurosensory Mechanisms, Oral Infection and Immunity, Craniofacial Development Biology and Regeneration, Oral and Pharyngeal Cancer, Gene Therapy and Therapeutics, Human Craniofacial Genetics. Due to COVID-19, during FY 2020 the Board did not meet and therefore, did not make any recommendations concerning individual labs and tenure track investigators.
How is membership balanced?*The Board is composed of 9 members with research interests and responsibilities paralleling those of the National Institute of Dental and Craniofacial Research. Members are outstanding authorities knowledgeable in the specialized fields of oral biology, periodontology, immunopathology, endocrinology, microbiology, infectious diseases and epidemiology. The advisory role of the Board is scientific and substantive. The Board, through periodic visits to the laboratories, assesses the research in progress and evaluates productivity and performance of staff scientists.
How frequent & relevant are cmte mtgs?*Due to COVID-19, the Board did not meet during this reporting period. The Board typically, holds approximately two meetings each year for the peer review of intramural laboratories on a rotating basis. The chair of the Board routinely attends and reports to the NIDCR Advisory Council, meets with the Director of the Institute and with the Deputy Director of Intramural Research, NIH.
Why advice can't be obtained elsewhere?*The Board is composed of recognized biomedical research authorities from outside the NIH in order to secure unbiased and objective evaluation of intramural research programs. Their recommendations are invaluable because the complex nature of research in each laboratory requires a unique balance and breadth of expertise not available from NIH staff or from other established resources.

Reports: This committee did not produce any public reports during the fiscal year.

The DFO and Decision Maker are the same person, the Director, Division of Extramural Activities. This is a small Institute where limited resources and confidentiality concerns have led the Director to appoint one person for both roles. .

Members: Dr. Yule was reported as a member serving from January 2018 through June 2022. However, he was reassigned as chair from 07/01/2019 to 06/30/2022 that was not reported in FY 19.

Meetings: Due to COVID-19 pandemic, the Board did not meet in FY20. Meetings scheduled for FY 20 have been postponed until FY21.

Agency Feedback Comment*A letter of response is sent to the Committee from the Scientific Director to address any recommendations or criticisms that were noted in the laboratory review report. A response is generated for each individual laboratory that has been reviewed by the Board of Scientific Counselors.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by conducting research in its own laboratories. Section 402(b)(3) of the Public Health Service Act states that “the Director, NIH...shall assure that research at...the National Institutes of Health is subject to review in accordance with section 492.” Section 492(b) states that the “Director of NIH shall establish procedures for periodic technical and scientific peer review of research at the National Institutes of Health. The mission of the Board of Scientific Counselors is to assess the quality of the Institute’s intramural research programs and to evaluate the productivity and performance of intramural scientists and shall also, as requested by the Director, NIH, undertake peer review of extramural funding applications as required by section 492 of the Public Health Service Act, as amended.”
