How does cmte accomplish its purpose?*The committee is composed of both scientific and public members who provide the second level of peer review, advise on policy development, program implementation and evaluation, and identify research needs and opportunities of the Institute. The committee performed the second level of review for 2120 grant applications requesting $4,112,422,602.00.
How is membership balanced?*The National Advisory Dental and Craniofacial Research Council is composed of thirteen appointed members with research interests and responsibilities paralleling those of the National Institute of Dental and Craniofacial Research. Nine members are scientists who are outstanding scientific authorities knowledgeable in the fields relevant to the activities of NIDCR, particularly representatives of the health and scientific disciplines in the areas of the study, diagnosis, treatment or prevention of oral diseases and conditions. Four members are representatives of the general public with interests in public policy, law, health policy, economics and management.
How frequent & relevant are cmte mtgs?*The Council met three times during the fiscal year. The National Advisory Dental and Craniofacial Research Council provides advice on a continuing basis on the type of scientific research programs that should be supported and on how to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs. Members of the Council attended workshops and participated in working groups to review initiatives which will be included in the Institute's Revised Strategic Plan.
Why advice can't be obtained elsewhere?*The National Advisory Dental and Craniofacial Research Council is composed of both scientific and public members who provide the second level of review for research grant applications; advise on policy development, program implementation and evaluation; and identify research needs and opportunities of the Institute. The quality, scope, and balance of advice from this Council cannot be obtained from NIH staff or from other established sources. The membership of the Council is constituted to meet the specific requirements of the mandated mission of the Council and of the Institute.
Why close or partially close meetings?The meetings of the National Advisory Dental and Craniofacial Research Council were closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Reports: This committee did not produce any public reports during the fiscal year.

The DFO and Decision Maker are the same person, the Director, Division of Extramural Activities, National Institute for Dental and Craniofacial Research. This is a small Institute and does not have the staff to separate these roles.

Drs. Baker, Malamud, Messersmith and Shete have been administratively extended due to the COVID-19 pandemic. Term end date is now May 28, 2020.

Dr. Somerman resigned as institute director effective December 31, 2019.

Dr. Tabak is currently serving as acting institute director and ex officio member of council as of January 1, 2020.

Outcome CommentThe meetings of the National Advisory Dental and Craniofacial Research Council are structured to provide the members with an update on the portfolio of each program branch on an on-going basis. At each Council meeting the Institute Branches/Centers present portfolio information and descriptions of the relevance and effectiveness of the existing programs. Agency Feedback Comment*During the scheduled three times a year Council meetings, update reports are presented to the membership as-well-as to the public on many of the Institute's initiatives and workshops. The Director of the Institute presents an update report on the budget yearly and the Assistant to the Director presents an update on concept clearances--development to Requests for Application or Requests for Proposals, etc.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communications of medical and health sciences information. Section 492 of the Public Health Service Act states that The Secretary ... shall by regulation require appropriate technical and scientific peer review of: (A) applications ...; and (B) ... biomedical and behavioral research and development contracts ... The National Advisory Dental and Craniofacial Research Council provides second level peer review, makes recommendations for support of grants, contracts proposals, and cooperative agreements; advises on policy development, program implementation and evaluation; and identifies research needs of the National Institute of Dental and Craniofacial Research.
