How does cmte accomplish its purpose?*The Council provides advice and conveys specific policy recommendations, usually in the form of an official report, to the Secretary, the U.S. Department of Health and Human Services(HHS), and to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House of Representatives. The Council provides the only public forum for presenting and discussing information on physician manpower shortages and excesses of specialists; International (foreign) Medical Graduates; and financing of medical education and changes in medical education programs.

The Council provides an ongoing assessment of physician workforce trends, training issues and financing policies, and recommends appropriate federal and private sector efforts on these issues. COGME advises and makes recommendations to the Secretary, DHHS and to Congress.
How is membership balanced?*The Council consists of 18 members: The Assistant Secretary (or designee) for Health; the Administrator (or designee) of the Centers for Medicare and Medicaid Services; the Chief Medical Director (or designee) of the Department of Veterans Affairs; the Administrator of the Health Resources and Services Administration (or designee); and 14 members appointed by the Secretary of HHS to include representatives of practicing primary care physicians, national and specialty physician organizations, foreign medical graduates, medical student and house staff associations, representatives of schools of medicine and osteopathy, public and private teaching hospitals, and representatives of health insurers, business, and labor.
How frequent & relevant are cmte mtgs?*The COGME meets not less than two times each calendar year. In FY 2020, the Council met on July 17, 2020 (virtual) and August 29, 2020 (virtual) to discuss recommendations targeted at improving rural health workforce issues and the Council's current Rural Health Policy Briefs.
Why advice can't be obtained elsewhere?*There is no other Council or Committee in HRSA, or HHS, that has the same charge as the Council on Graduate Medical Education. No other public advisory body offers opinions formulated on the issues of physician workforce and medical education from the combined perspective of professional primary care and specialty health care providers representing allopathic and osteopathic medical schools, practicing physicians, medical students and house staff, physician professional associations, hospital representatives, business, labor, and health insurers.

Recommendation RemarksSince 1988, the Council has produced 471 recommendations through 23 reports, 10 resource papers, and eight letters to Congress.

Under Membership, the designated Ex-Officio Member for the VA changed from Monica Lypson to Karen Sanders in March of 2020. This is why the Charter says we have four Ex-Officio members, but the ACR now reports five.
