How does cmte accomplish its purpose?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide first-level merit review of highly scientific and technical research grant applications in all the areas of heart, blood vessel, lung, and blood diseases and sleep disorders. During this reporting period the committee reviewed 787 applications requesting $1,584,984,114.00.
How is membership balanced?*The members of this committee are authorities knowledgeable in the fields of clinical and basic sciences related to heart, blood vessel, lung and blood diseases.
How frequent & relevant are cmte mtgs?*The committee held 20 meetings during this reporting period. Workgroup reviews are meetings held to assess the scientific merit of individual sub-projects in multi-project applications and to make recommendations to the chartered committee. The chartered committee then provides the initial review for the project as a whole. There were 22 workgroup reviews.
Why advice can't be obtained elsewhere?*This committee is composed of recognized biomedical and/or behavioral research authorities who represent the forefront of research and technical knowledge and who provide first-level merit review of highly scientific and technical research grant applications. These evaluations and recommendations cannot be obtained from other sources because the specialized, complex nature of the applications requires a unique balance and breadth of expertise not available on the NIH staff or from other established sources.
Why close or partially close meetings?The meetings of the committee were closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable material and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

This committee did not produce any reports.

The DFO and the Committee Decision Maker positions are held by the same individual based on the assignment of duties within the Institute. In June 2020, a new DFO/Decision Maker took the place of the FY19 DFO/Decision Maker due to retirement.

Dr. Alain Bertoni was appointed one additional year, continuing as chair.

Drs. Louis Dell'Italia and Susan Smyth were reappointed as chairs for additional two years in FY 2019; however, the reappointments were inadvertently not included in the FY 2019 report. Their initial terms were 7/1/2016 - 6/30/2019 and 7/22/16 - 6/30/2019 respectively, and they are designated as chairs from 7/1/2019 - 6/30/2021. Because the member appointment period falls outside FY20, only the Chair appointment for each is included in this report.

Dr. Paula Tanabe was reappointed as a chair for additional one year.

Dr. Steven Shea served in multiple roles in FY19 on this committee. However his appointment as chair, with a term date of 7/1/2019 - 6/30/2021, was inadvertently not included in the FY19 report. It has been corrected on this report.

Dr. Lucas Hoffman was reappointed as a member for additional two years.

Drs. Franco DiAlessio and Nicole Keith were reappointed as a members for additional three years.

Research grant applications submitted to NIH must go through a two-step review process that includes the initial peer review for scientific and technical merit and a second step of review and approval by a National Advisory Council for program relevance. In addition, prior to an award or funding being made, NIH staff must conduct an administrative review for a number of other considerations. These include alignment with NIH's funding principles, review of the project budget, assessment of the applicant's management systems, determination of applicant eligibility, and compliance with public policy requirements. After all these steps have been completed, NIH officials make funding decisions on individual grant applications.
