How does cmte accomplish its purpose?*The committee’s activities align to SECVA’s strategic priorities as follows:

• Customer Service: This committee’s priorities is in identifying volunteers, donors and strategic partners to enhance Veteran’s experience and improve every level of engagement with VA. This committee’s members are the primary base of our volunteers, represent many of the key partnerships, and serve as the voice of our Veterans to measure the impact of the committee’s activities.

• Implementing MISSION Act: Much of the rollout related to mission required aggressive and timely communication to Veterans, families and caregivers. This committee consistently served as a robust communications vehicle to these audiences and allowed VA to assess the quality, content, and effectiveness of the materials generated regarded implementation of the MISSION Act.

• Electronic Health Record: This committee’s volunteers have assisted in promoting telehealth, VHA’s MyHealtheVet portal, and been vital in identifying those volunteer assignments where documentation in the electronic health record are essential. The volunteers that are facilitated by this committee’s actions are increasingly engaged in higher level assignments, included Physician Ambassadors and Whole Health volunteers (i.e. Yoga, Massage, Reiki) requiring licensure or certification, and often users of the Electronic Health Record.

• Transforming Business Systems: This committee has begun a process of ongoing improvement and streamlining of it’s business processes, to include the incorporation of virtual meetings, electronic registration for annual meetings, and online nominations for the submission of awards and recognition. Additionally the committee has supported more robust accounting of the funds associated with it’s activities, operationalizing the non-monetary and in-kind donation recording in the field, and increased accountability for VA Central Office funding (donated and appropriated) sent to the field.
How is membership balanced?*The Committee is comprised of 53 national service, Veterans, civic, and volunteer oriented organizations. Its membership is a diverse representation of Veterans Service Organizations and community partners. The Committee continually seeks the opportunity to bring on new organizations, including Post-911 Veterans organizations, corporate entities, and other agencies/organizations interested in philanthropic engagement opportunities within VA.
How frequent & relevant are cmte mtgs?*The Committee meets quarterly. This Committee represents the voice of the community to VA and its leadership. The volunteer and monetary resources that are the ultimate outcomes from these partnerships enhance care and services for Veterans. In FY 2020, the Committee held two meetings: October 17-18, 2019 (Washington, DC) and September 22, 2020 (virtual via WebEx).
Why advice can't be obtained elsewhere?*VA has no other resource to replace the functions of this Committee. Its purposes of promoting and coordinating volunteer activities and strategic partnership within VA facilities, in the community; and to advise on matters related to volunteerism and charitable giving are not addressed by any other mechanism or system. Since 1946, the Committee has been the method by which VA volunteerism and philanthropic activities has been implemented and managed.

Agency Feedback Comment*Agency provides feedback by responding in writing to the recommendations and issuing policy directives to implement the recommendations.Narrative Description*Volunteers assist Veterans by augmenting staff in such settings as hospital wards, outpatient clinics, Community Living Centers, volunteer respite programs, volunteer drivers, community-based volunteer programs, end-of-life care programs, foster care, and Veterans outreach centers. The Committee encourages strategic partnerships and volunteer support to better serve Veterans. They encourage their members and others to contribute time, talent and resources to VA to improve Veteran access; improve Veteran experience; decrease Veteran homelessness; share VA's National and local messages to Veterans through their social media and websites; market the Veterans crisis line and new initiatives such as whole health to service our Nation's Veterans. The National Advisory Committee (NAC) of the Department of Veterans Affairs Voluntary Service (VAVS) provides advice to the Secretary of Veterans Affairs, through the Under Secretary for Health, on the coordination and promotion of volunteer activities within VA health care facilities, and on other matters relating to volunteerism. It keeps the officers and members of participating organizations informed of volunteer needs and accomplishments. The Committee actively supports the strategic plan of the VA Voluntary Service Office and the overall VA mission and strategic plan.
