How does cmte accomplish its purpose?*This committee is composed of highly qualified scientists and public representatives with expertise related to the interests of the Center. It provides a breadth and balance of specialized knowledge necessary to assess the long-range goals, program concepts, research opportunities, and direction of ongoing research and future plans.
How is membership balanced?*The Cure Acceleration Network Review Board, NCATS, consists of 24 appointed members who were selected based on the following requirements: (1) for each of the fields of (a) basic research, (b) medicine, (c) bio pharmaceuticals, (d) discovery and delivery of medical products, (e) bioinformatics and gene therapy, (f) medical instrumentation, and (g) regulatory review and approval of medical products, the Secretary will select at least 1 individual who is eminent in such fields; (2) at least 4 individuals will be recognized leaders in professional venture capital or private equity organizations and have demonstrated experience in private equity investing; and (3) at least 8 individuals will represent disease advocacy organizations.
How frequent & relevant are cmte mtgs?*The committee met two times this fiscal year on December 13, 2019 and January 16, 2020.
Why advice can't be obtained elsewhere?*This committee is composed of recognized experts in basic research, medicine, bio pharmaceuticals, discovery and delivery of medical products, bioinformatics and gene therapy, medical instrumentation, and regulatory review and approval of medical products. There are also members who are recognized leaders in professional venture capital or private equity organizations and member who represent disease advocacy organizations. Their recommendations cannot be obtained from other sources because the complex nature of research requires a specialized balance and breadth of objective expertise not otherwise available.
Why close or partially close meetings? The one meeting of the Committee was partially closed for the review, discussion, and evaluation of individual Center programs and personnel associated with those programs, including consideration of personnel qualifications and performance, the competence of individuals, and similar items, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Section 552b(c)(6) of the Government in the Sunshine Act permits the closing of meetings where discussion could reveal personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.
Recommendation RemarksReports: This committee did not produce any reports this reporting period.

Meeting costs for this committee are minimal because the meetings are held concurrently with the open sessions of the National Center for Advancing Transitional Sciences Advisory Council. Most members belong to both committees.

The DFO and Decision Maker are the same person, the Director, Office of Grants Management and Scientific Review, based on the assignment of duties within the Center.

Members Hartman, Kuntz, Ling, O'Boyle and Palkowitz were extended to 2/29/2020. Montgomery-Rice resigned 01/01/2020 and Merchant resigned 02/28/20, both resigned prior to their term ending. Michael Rosenblat was reappointed to 10/31/2022. Members Bartek, Margus, Sherer, and Marks were administratively extended to 2/27/2021.

Daily salary costs have been estimated for Federal and/or Ex Officio members of this committee. The dollar figure represents a portion of their annual salary. No funds have been transferred between the committee and the agency. No additional funds are paid to Federal employee due to membership on this committee.

Due to lack of a quorum, the committee was unable to hold meetings during the May and September council round for FY20.
