How does cmte accomplish its purpose?*The Medicare Evidence Development & Coverage Advisory Committee (MEDCAC) reviews and evaluates medical literature, technical assessments, etc., and examines data and information on the effectiveness and appropriateness of medical services and items that are covered under Medicare or eligible for coverage under Medicare. The Committee works from an agenda that lists specific issues and develops technical advice to assist the Centers for Medicare & Medicaid Services (CMS) (formerly the Health Care Financing Administration) in determining reasonable and necessary applications of medical services, items, and technologies. The Committee may be asked to develop recommendations about specific issues of Medicare coverage and/or to review and comment upon proposed or existing Medicare coverage policies. The Committee may also be asked to comment on pertinent aspects of proposals being considered under CMS's demonstration authority.
How is membership balanced?*The members were selected from among authorities in clinical and administrative medicine, biologic and physical sciences, public health administration, health care data and information management and analysis, the economics of health care, medical ethics, and other related professions. The members include at large standing members, six of whom are patient advocates and, six of which are representing industry interests. The Committee includes women and members of minority groups underrepresented in clinical, administrative, and medical sciences. The membership represent the North, South, East, and West geographic areas of the United States. Members serve staggered two-year terms, replacing approximately one-third of the Committee each year.
How frequent & relevant are cmte mtgs?*CCSQ/CAG has held, on average, two MEDCAC meetings per year. Due to the COVID-19 pandemic, CAG was unable to conduct an in-person meeting due to building closures for safety reasons, and was only able to conduct one virtual MEDCAC meeting for FY20. We are planning to have two meetings in FY21.
Why advice can't be obtained elsewhere?*The Committee provides advice on clinical coverage issues. No other organization has the appropriate range of clinical, scientific, and medical expertise to perform these functions.
Why close or partially close meetings?No formal committee meetings have been closed to the public.
Recommendation RemarksRepresentatives do not receive compensation for attending meetings only travel and per diem.

Special Government Employees receive compensation, travel and per diem for each meeting attended. If they wish to waive compensation they will receive travel and per diem only.

Due to Federal employee understaffing, CAG was unable to conduct any MEDCAC meetings in 2019. One solicitation was issued to bring on new members to ensure the standards of the MEDCAC charter were met. The payments to Federal Staff for FY19, should have been $31,081 with no payments or travel reimbursement for non-federal members and the other costs were $2367. The total cost for FY19 was $33,448.

Agency Feedback Comment*CMS post all material associated with the meetings on their website. Prior to the meeting the following documents are posted, the roster, agenda, speakers list, voting questions, and presentations. Following the meeting, the voting scores, meeting minutes, transcript and post meeting documents, such as guidance documents or NCDs are made available on their website. Also, an announcement of any new material posted to the website is sent out via the listserv.Narrative Description*The primary role of the MEDCAC is to provide independent expert scientific advice to CMS in its evaluation of Medicare coverage and assist CMS in making sound decisions based upon the reasoned application of good science. The MEDCAC process encourages public interaction with CMS in gathering information that is utilized in arriving at Medicare coverage decisions, which supports CMS' goal of making the Medicare coverage decision process more open, participatory, transparent and understandable to the public.
