How does cmte accomplish its purpose?*Section 492 of the PHS Act states that The Secretary ... shall by regulation require appropriate technical and scientific peer review of -- (A) applications ... ; and (B) ... biomedical and behavioral research and development contracts ... This Council is composed of both scientific and public members who provide the second level of peer review, advise on policy development, program implementation and evaluation, and identify research needs and opportunities of the Institute. The National Advisory Eye Council reviewed 2516 applications requesting $1,731,291,551.73. The Council advised the Institute on policy development, program implementation, and research needs.
How is membership balanced?*The National Advisory Eye Council is composed of 12 appointed members with research interests and responsibilities paralleling those of the National Eye Institute. Eight of the members are from among the leading representatives of the health and scientific disciplines (including health and the behavioral or social sciences) concerned with the study, diagnosis, or treatment of blinding eye diseases and visual disorders. Four members are representatives of the general public and includes leaders in fields of public policy, law, health policy, economics, and management.
How frequent & relevant are cmte mtgs?*Meetings are held not less than three times each fiscal year. The National Advisory Eye Council (NAEC) provides advice on a continuing basis on the scientific research program that should be supported and how best to carry out the designated mission and responsibilities of the Institute. It also provides ongoing review of the relevance and effectiveness of the existing programs.
Why advice can't be obtained elsewhere?*The National Advisory Eye Council is composed of both scientific and public members who provide the second level of peer review for research grant applications; advise on policy development, program implementation and evaluation; and identify research needs and opportunities of the Institute. The quality, scope, and balance of advice from the NAEC cannot be obtained from NIH staff or from other established sources because the Council is constituted to meet the specific requirements of the mandated mission of the NAEC and of the Institute.
Why close or partially close meetings?National Advisory Eye Council meetings were closed or partially closed to the public for the review of grant applications. Sections 552b(c)(4) and 552b(c)(6) of the Government in the Sunshine Act permit the closing of meetings where discussion could reveal confidential trade secrets or commercial property such as patentable materials and personal information, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy.

Reports: This committee did not produce any public reports during the fiscal year.

Dr. Thomas Glaser, Dr. Dennis Levi, Dr. Louis Pasquale, and Dr. Sylvia Smith were all administratively extended to 5/28/2020 while their replacements were being cleared by ethics.

Dr. Benjamin Teller and Dr. Coughlan were omitted from the 2019 report due to their late start dates in 2020.

Dr. Paul Sieving retired as NEI director on July 29, 2019. Dr .Santa Tumminia became the acting NEI director August 1, 2019.

Dr. Gagliano no longer serves as the DOD Ex Officio. He retired several years ago and had been reported previously in error.

Dr. Marco Zarbin resigned from the committee.

Agency Feedback Comment*Recommendations are discussed in the Director's report, Staff presentations at subsequent meetings, and in the minutes of meetings.Narrative Description*The goal of NIH research is to acquire new knowledge to help prevent, detect, diagnose, and treat disease and disability, from the rarest genetic disorder to the common cold. The NIH mission is to uncover new knowledge that will lead to better health for everyone. NIH works toward that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of medical and health sciences information. Section 492 of the Public Health Service Act states that “The Secretary…shall by regulation require appropriate technical and scientific peer review of (A) applications…; and (B...biomedical and behavioral research and development contracts…”The National Advisory Eye Council provides second level peer review, makes recommendations for support of grants, contracts proposals, and cooperative agreements; advises on policy development, program implementation and evaluation; and identifies research needs of the National Eye Institute.

Cost RemarksDaily salary costs have been estimated for Ex Officio members of this committee. The dollar figure represents a portion of their annual salary. No funds have been transferred between the committee and the agency. No additional funds are paid to Federal employee. Two ex officio members attended meetings in FY2020.

Due to the COVID-19 pandemic, FY20 meetings held after March 12, 2020 were virtual only, which reduced committee operating cost. If face to face meetings resume, committee cost for FY 21 may be higher. The actual cost is partially lower due to the end of a support contract agreement and a reduction in FTEs working on the committee.
