How does cmte accomplish its purpose?*The Committee makes recommendations on policies and programs which will enhance agricultural exports to emerging markets through the use of Emerging Markets Program authority. Specifically, Committee members review from a business perspective qualified proposals submitted to the Program for funding assistance, from both private and government sources. This review is done prior to obtaining policy level approval and funding commitments from the Foreign Agricultural Service (FAS). A total of $10 million in emerging markets projects are developed, approved and funded each fiscal year.
How is membership balanced?*The Committee represents a cross-section of the agricultural industry, and also of geographic and ethnic diversity.
How frequent & relevant are cmte mtgs?*Frequency of meetings varies, depending upon the issues to be considered and the range and importance of activities under consideration by FAS at any given time. The Committee meets at least once and sometimes twice each fiscal year. Meetings always stimulate dialogue among the Committee members and FAS staff and are a prerequisite to a successful functioning of the Advisory Committee. There is also regular communication between Committee members and FAS staff between formal sessions of the Committee.
Why advice can't be obtained elsewhere?*The Committee is statutory. The Committee's review of and advice concerning activities under the Emerging Markets Program balances private sector perspectives with government views on proposed projects and activities, an important consideration since the Program encourages, indeed emphasizes the participation of private industry. The Committee represents a wide range of the U.S. agribusiness and farming industry, and members have knowledge of FAS programs and objectives and of the operation and goals of the Emerging Markets Program, an ingredient crucial to the Committee's purpose of assisting FAS to carry out its mission to emerging markets. Private sources without such specific exposure to and experience with the Program is of minimal use of the agency in developing strategies and determining priorities in emerging markets.
