How does cmte accomplish its purpose?*The scope of the research and related activities sponsored by the National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) is extremely broad. Its multi-domain reach expands across all age groups, and is cross-disability in nature. It is important, therefore, that individuals appointed to serve as members of the Disability, Independent Living and Rehabilitation Research Advisory Council (DILRRAC) are similarly representative, reflecting diversity in education, vocation, profession, culture, and disability to equip the Council to provide advice to the Director of NIDILRR that is both valid and reliable. This broad diversity, coupled with an experiential base derived from the mix of disciplines, best equips members to serve the Director well. Meetings will be held to solicit input on tasks according to an annual plan that delineates the goals, objectives and purpose. The committee staff will capture the communication between members and NIDILRR leadership. The role of DILRRAC is unique in that its members are actual researchers, practitioners, consumers, advocates, and administrators of programs whose experience and perspective will inform and impact the quality of life of the millions of Americans with disability. The work of this body will directly and indirectly bring attention to the real-world needs, issues, challenges and barriers that the disability community faces on a daily basis.
How is membership balanced?*The Council would have been comprised of a minimum of twelve individuals. One-half of the members would have individuals with disability or their representatives. The balance of the membership would have been representative of the communities of disability, independent living, and rehabilitation professionals; disability, independent living, rehabilitation researchers, directors of independent living centers and community rehabilitation programs: the business community, the technology community and the community of school professionals. Members would have been appointed to terms on a staggered basis, with future appointments will be managed such that vacancies will sustain a balanced and representative Council membership.

Why advice can't be obtained elsewhere?*These are the stakeholders and benefactors of the research and development work of NIDILRR. One-half of the members would have been individuals with disability or their representatives. The balance of the membership will be representative of the communities of disability, independent living, and rehabilitation professionals; disability, independent living, rehabilitation researchers, directors of independent living centers and community rehabilitation programs: the business community, the technology community and the community of school professionals. The work of this body will bring a unique, real-world perspective that the agency does not typically have access to.

Recommendation RemarksThe DILRRAC membership was never finalized. No meetings ever occurred. In FY-2019, this statutory committee was reported by HHS to OMB and recommended for termination under E.O. 13875.

No meetings ever occurredNarrative Description*The Council would have advised the NIDILRR Director on research priorities and the development and revision of the 5-year strategic plan required by section 202(h) of the Rehabilitation Act. The Committee would have provided input to ensure that the Plan reflects the appropriate funding priorities, and that the goals and objectives are aligned with those of the Department. The Committee would have coordinated with inter-and intra-agency work teams responsible for the administration of the Developmental Disabilities Assistance and Bill of Rights Act of 2000 [42 U.S.C. 15001 et seq.] and that input is obtained from individuals with disabilities and the individuals’ representatives, organizations representing individuals with disabilities, providers of services furnished under this chapter, researchers in the rehabilitation field, and any other persons or entities the Director believes are appropriate. The Council was to also make recommendations to the Director on specific plans for widespread dissemination of the results of research activities, in accessible formats, to rehabilitation practitioners, individuals with disabilities, and the individuals’ representatives and individuals with disabilities who are members of minority groups or of populations that are unserved or underserved by programming.
