How does cmte accomplish its purpose?*The Committee accomplishes its purpose by meeting to discuss and gather information on Federal, State and local beginning farmer programs to prepare for a set of recommendations to be submitted to the Secretary of Agriculture on ways to increase assistance to beginning farmers and ranchers.
How is membership balanced?*The Committee consist of 20 members. The membership consists of a diverse group of individuals with experience in farming or in providing assistance to farmers. They include representatives from State and private nonprofit beginning farmer programs, commercial lending and agricultural education institutions, USDA's Cooperative State Research, Education, and Extension Service, the Farm Service Agency, and several farmers.
How frequent & relevant are cmte mtgs?*The Committee may meet publicly up to 4 times per year; and twice administratively to finalize recommendations. Funding and Agency determination whether meetings are necessary and held at the discretion of the Department.
Why advice can't be obtained elsewhere?*The Committee is statutory and is mandated by Congress to advise the Secretary on ways to encourage Federal and State beginning farmer programs to provide joint financing to qualified farmers and ranchers, methods of maximizing the number of new farming and ranching opportunities created through the programs, and other methods of creating new farming and ranching opportunities. The Committee was established because of Congressional concern over the average age of farmers in this country, and the need to create more opportunities for beginning farmers, thereby assuring a new generation of family farmers. The law required the Secretary to appoint members to assure the Committee consisted of members with a wide-range of knowledge.

Recommendation RemarksThe Beginning Farmers and Ranchers Advisory Committee is a vitally important group for the Department's policy development in support of new farmers and ranchers. In FY20, this committee offered 10 recommendations to increase the customer service offered to beginning farmers and ranchers (BFR) within USDA and to ensure the success of BFR State Coordinators. Recommendations were also made on the needs of new and beginning farmers and ranchers as a result of COVID-19.

Agency Feedback Comment*The Agency provides feedback via e-mail, letters, phone calls, and during the annual meeting.Narrative Description*USDA's mission is to provide leadership on food, agriculture, natural resources, rural development and related issues based on sound policy, the best available science, and efficient management. Two of its six strategic goals are (1) to enhance the competitiveness and sustainability of rural and farm economies, and (2) protect and enhance the nation's natural resource base and environment. One of the performance measures under the first goal is to increase the percentage of loans made to beginning farmers, racial and ethnic minority farmers, and women farmers financed by USDA. Over the years, many of the Committee's recommendations concerning beginning farmers and ranchers have been targeted towards the Farm Service Agency's farm loan programs and the Natural Resources Conservation Service's conservation programs.
