How does cmte accomplish its purpose?*The Committee was renewed by the Secretary to perform a single, time-limited task. The Committee will develop and make recommendations to the Secretary regarding the development of Healthy People 2030 and the initial implementation phase of the goals and objectives.The Committee is scheduled to be terminated upon delivery of its final report to the Secretary or two years from the date the charter was filed unless the charter is renewed.
How is membership balanced?*The Committee is authorized to consist of not more than 13 members. One or more members will be selected to serve as the Chair, Vice Chair, and/or Co-Chairs. The Committee membership may include former Assistant Secretaries for Health and nationally known experts in areas such as biostatistics, business, epidemiology, health communications, health economics, health information technology, health policy, health sciences, health systems, international health, outcomes research, public health law, social determinants of health, special populations, and state and local public health and from a variety of public, private, philanthropic, and academic settings. Individuals will be selected to serve as members of the Committee based upon their qualifications, level of expertise and knowledge, and ability to contribute to the work that is to be performed by the Committee. Individuals appointed to serve as members of the Committee will have demonstrated expertise of current science and in the fields of disease prevention or health promotion. Individuals will be selected to serve as members of the Committee to represent balanced viewpoints of the current scientific evidence sought by the Secretary to meet the Committee’s charge.
How frequent & relevant are cmte mtgs?*The Committee is expected to meet two times per year during the course of its operation. In FY2019, the Committee met three times publicly via webinar.
Why advice can't be obtained elsewhere?*Under 42 U.S.C. 217a, Section 222 of the Public Health Service Act, as amended, the Department of Health and Human Services (HHS; the Department) is mandated to establish national health promotion and disease prevention goals. HHS established the Healthy People initiative in 1979 to comply with this mandate. Over the past four decades, the Department has established ten-year national disease prevention and health promotion objectives that reflect the needs of the nation and carry stakeholder support. To provide assistance for developing the Healthy People 2020 objectives, a scientific advisory committee was utilized. Use of the advisory committee proved to be an effective means for obtaining competent review of the science, authoritative recommendations, and a broad public acceptance of the objectives that were developed. It was determined that the same process should be utilized for developing the Healthy People 2030 objectives. The Committee is advising the Secretary, through the Assistant Secretary for Health, on the development of Healthy People 2030, including its mission, vision, framework, organizational structure, and criteria for selecting objectives, and implementation activities. It is in the public's interest that a federal advisory committee provide the Department with assistance for development of the objectives for the next decade. Use of an expert scientific advisory committee to assist in this task ensures that the objectives are salient and science-based. An expert scientific advisory committee provides relevant and objective advice through an open process that fosters the cooperation and commitment from both the public and private sectors. Working jointly and in collaboration with agency staff and other Federal stakeholders, regional components, and the public sector ensures transparency in developing objectives that reflect national health priorities and favorable reception and implementation by stakeholders.
Why close or partially close meetings?All Committee meetings are open to the public, except as determined otherwise by the Secretary or other official to whom this authority has been delegated, in accordance with guidelines under Government in the Sunshine Act at 5 U.S.C. 552b(c) and the FACA..
Recommendation RemarksIn 1979, the Department established the Healthy People initiative to develop a framework for improving the health of all people in the United States. Healthy People provides evidence-based, ten-year national objectives with targets for improving the health of all Americans. Healthy People offers a strategic agenda to align health promotion and disease prevention activities in communities around the country. Since inception of the initiative, HHS has issued a comprehensive set of national public health objectives every 10 years.

For Healthy People 2030, the Department is developing a more focused set of ten-year national disease prevention and health promotion objectives that reflect the nation's needs and carries stakeholder support. Utilizing an expert scientific advisory committee to assist with this task is ensuring that independent advice based on current scientific evidence is provided. The Committee is providing advice and making recommendations regarding identifying priorities and criteria for selecting objectives that addresses high-impact public health challenges. The Committee has delivered to the Secretary, through the Assistant Secretary for Health, recommendations on the Healthy People 2030 mission statement, vision statement, framework, and organizational structure. The Committee's advice on HHS's selection criteria for identifying a focused set of measurable, nationally representative objectives is helping the Department to define the objectives that represent the most critical public health issues that high-impact priorities support by current, national data sets. The Committee's advice identifying priorities and criteria for selecting objectives has helped to prioritize the objectives proposed for Healthy People 2030 and supported a reduction in the number of overall objectives. The Committee's recommendations for selecting the Leading Health Indicators, engaging and communicating with stakeholders, and setting targets have guided efforts to identify the Healthy People 2030 Leading Health Indicators, informed HHS efforts to engage stakeholders, and set meaningful targets, respectively.

In FY2019, the Committee produced the following reports with recommendations for the HHS Secretary: a report with recommendations regarding the proposed Healthy People 2030 objectives; a report with recommendations for implementing Healthy People 2030 and establishing a Healthy People 2030 Framework Graphic; and a report with issue-specific briefs addressing the roles of health and well-being, health equity, health literacy, health promotion, law and policy, complex systems science, and summary measures in Healthy People 2030.

The only annual reporting requirement that the Committee must satisfy is to update the file on its activities that will be maintained in the FACA database for the annual comprehensive review. There is no other requirement to provide an annual written report on the Committee’s activities/accomplishments.

Committee members are reimbursed for travel and per diem, but received no additional compensation. Please note that in FY2019, there were no in-person Committee meetings and reimbursement for travel for not needed; this eliminated the anticipated $27,000 in reimbursement for travel.

Please note that at the start of FY2020, this Committee is close to fulfilling its charge and is anticipated to hold one open, online Committee meeting and attend the launch of Healthy People 2030. The Committee's reduced level of activity accounts for the reduced budget allocated for FY2020.

The Committee is term-limited and tasked to complete recommendations for a decade's worth of HHS activities within a compressed time frame. As a result, the Committee has established more than a dozen subcommittees in order for the Committee to complete its charge within HHS' desired time frame. The condensed time frame for the Committee's work is cause for the budget needed.

This Committee will terminate in FY 2020.
