How does cmte accomplish its purpose?*The committee, when active, provides recommendations to the Forest Service and BLM consistent with the Federal Lands Recreation Enhancement Act of 2004.
How is membership balanced?*Membership shall be balanced and have broad representation from within each of the three membership groups. These groups include persons who represent: summer motorized recreation; winter motorized recreation; summer non-motorized recreation; winter non-motorized recreation; hunting and fishing; motorized outfitters and guides; non-motorized outfitters and guides; local environmental groups; a state tourism official; representative of affected Indian tribes; and representative of affected local governments.
How frequent & relevant are cmte mtgs?*This committee met most recently in FY13 to listen to and discuss recreation fee change proposals and make recommendations about the proposals. The meeting was an opportunity to broaden collaborative relationships and enabled the Recreation RAC to provide meaningful recommendations. Since that time all member terms have expired and the Governor of Colorado recently (July 12, 2016) requested the Secretary of Agriculture grant an exception on July 12, 2016 as provided in FLREA, to the Recreation RAC provision in FLREA. The Secretary granted that exception on October 16, 2016.
Why advice can't be obtained elsewhere?*Recreation RACs are non-discretionary committees required under FLREA. FLREA also allows other FACA-chartered committees or Governor requested exceptions to be granted. This exception was completed October 26, 2016. The regional office in Colorado has built an extensive public involvement process to ensure fee proposals receive the public input and consideration prior to any fee changes occurring.

Recommendation RemarksThis committee has been administratively inactive since FY2017. The Secretary of Agriculture received a letter from Colorado Governor Hickenlooper July 12, 2016, requesting an exception to the Recreation RAC requirement as allowed in the Federal Lands Recreation Enhancement Act. The Secretary of Agriculture concurred with this request in a letter dated October 26, 2016. Therefore, no activity occurred in 2017 and this committee is not included in the 2017 Charter renewal.
