How does cmte accomplish its purpose?*The purpose of the council is to advise and make recommendations to the Secretary of Agriculture, through the Chief of the Forest Service, on matters relating to the Pacific Northwest National Scenic Trail (Pacific Northwest Trail), as described in the Act.
How is membership balanced?*This Council will be fairly balanced in its membership in terms of the points of view represented and the functions to be performed. Steps will be taken to encourage fresh points of view, such as establishing staggered membership terms and limiting the number of renewed memberships. The Council will consist of approximately 20 members (not more than 35) who provide balanced and broad representation within each of the following interests:• The Regional Forester of the Pacific Northwest Region, Forest Service, or a designee;• The Regional Forester of the Northern Region, Forest Service, or a designee; • The Regional Director of the Pacific West or Intermountain Regions, National Park Service, or a designee. And other representatives appointed by the Secretary to 2-year terms: • A representative of the State of Montana (selected from recommendations by the Governor); • A representative of the State of Idaho (selected from recommendations by the Governor); • A representative of the State of Washington (selected from recommendations by the Governor); • At least one representative for Tribes; • At least one representative of a nationally recognized trails organization; • At least one representative of a regionally recognized trails organization; • At least one representative of outdoor recreation (hiking); • At least one representative of outdoor recreation (pack and saddle stock); • At least one representative of a nationally or regionally recognized environmental organization; • At least one representative of archaeological and historical interests; • At least one representative of a nationally or regionally recognized wildlife organization; • At least one representative of the timber industry; • At least one representative of the tourism industry and/or commercial outfitter interests; • At least one representative of environmental education interests; • At least one representative of youth engagement and employment interests; and • At least one representative of private landowner interests.
How frequent & relevant are cmte mtgs?*Estimated Number of Meetings per Year - 2; or as often as needed to perform its duties.
Why advice can't be obtained elsewhere?*The committee is necessary to improve collaborative relationships among the people that use and care for the National Forests and to provide advice and recommendations to the Forest Service concerning matters relating to the Pacific Northwest Trail.
Why close or partially close meetings?All meetings are open to the public.
Recommendation RemarksNo meetings and recommendations for FY 20. Charter expired and was renewed March 10, 2020. Agency is completing recruitment of nominees (made more difficult in context of COVID-19 pandemic.) This committee is legislatively required under the National Trails System Act, and its work will inform the (legislatively required) comprehensive plan for the Pacific Northwest National Scenic Trail.
