How does cmte accomplish its purpose?*The purpose of the Committee was to offer assessments and recommendations on:1) trends and developments in the natural, engineering, and social sciences and practices of windstorm impact mitigation;2) the priorities of the National Windstorm Impact Reduction Program's (Program) Strategic Plan;3) the coordination of the Program;4) the effectiveness of the Program in meeting its purposes under section 204 (42 U.S.C. § 15703) of the National Windstorm Impact Reduction Act of 2004, as amended, (Public Law 114-52 § 3), and 5) any revisions to the Program which may be necessary.The Committee will develop a plan at their first meeting to develop these recommendations. The members of the Committee have not yet been established, and the first meeting has not yet been held, but is anticipated to be in late February, 2017.
How is membership balanced?*Public Law 114-52 specifies that the Committee be composed of at least 7 and not more than 15 members who are qualified to provide advice on windstorm impact reduction and represent related scientific, architectural, and engineering disciplines, including:1) representatives of research and academic institutions;2) industry standards development organizations;3) emergency management agencies;4) State and local government; and5) business communities, including the insurance industry.
How frequent & relevant are cmte mtgs?*The Committee met six times in five months to plan, draft and complete their report before the statutorily required termination date.
Why advice can't be obtained elsewhere?*The Committee is statutorily required.

Recommendation RemarksPublic Law 114-52 specifies that the National Advisory Committee for Windstorm Impact Reduction (NACWIR) will terminate on September 30, 2017. Cost is much higher than estimated due to having an additional three meetings to those already planned, in order to meet the expedited timeline to accomplish the mission of the committee by September 30, 2017.

Number Of Recommendations CommentEleven (11) recommendations were made to improve the National Windstorm Impact Reduction Program (NWIRP) draft Strategic Plan and three (3) were made to improve the efficiency and effectiveness of the NWIRP. The recommendations to improve the draft NWIRP Strategic Plan include: 1) Adding a strategic priority;2) Strengthening nine of the objectives; and 3) Adding an additional objective.The three recommendations to improve the efficiency & effectiveness of the program include: first, conducting research on public policy approaches to reducing windstorm damage and fatalities; second, expanding the program to consider the full extent of risks and damage associated with land falling hurricanes; and third, an over-arching recommendation, placing additional emphasis on existing buildings in the draft NWIRP Strategic Plan represents the importance given by the Committee to consider existing buildings, as evidenced by the recommendation to add an 8th Strategic Priority in the Strategic Plan and the reference to existing buildings in several of the recommendations to strengthen the objectives.Access Agency WebsiteYes

The Draft Strategic Plan is currently being re-written to include comments of the NACWIR, as well as public comments. The document will then be discussed by the NWIRP Interagency Coordinating Committee before implementation will begin.
