How does cmte accomplish its purpose?*The President's Board of Advisors (Board) on Historically Black Colleges and Universities (HBCUs) meets at least twice annually to expedite the implementation of Presidential Executive Order (E.O.) 13532. The Board intends to conduct its work through committees. From time to time, the Board may request testimony and/or reports on major legislative initiatives from executive agency heads, and other persons and/or organizations that influence public policy impacting the HBCU community and higher education. In every instance, the Board is interested in expediting the President's mandate to strengthen the capacity of the nation's HBCUs.In addition, the Board chair and members have met with several department secretaries and agency heads to inform them of the range of resources, initiatives, and exemplary programs that are available to support the work and objectives of the federal government.On a quarterly basis, the Secretary of Education meets with HBCU Stakeholders (Board Chair, and the president/ceo from Thurgood Marshall College Fund, United Negro College Fund and the National Association for Equal Opportunity in Higher Education (NAFEO) to discuss matters of mutual interest (higher education priorities, responses to Presidential initiatives, comments on the current budget and other concerns and/or press on current events, such as PLUS Loans).
How is membership balanced?*E.O. 13532 mandates that the board membership shall include representatives of a variety of sectors, including philanthropy, education, business, finance, entrepreneurship, innovation, and private foundations, as well as sitting HBCU presidents.
How frequent & relevant are cmte mtgs?*The Board meets regularly, as necessary, to conduct its business, but no less than two times each year. In addition, every effort is made to schedule a regular meeting during National Historically Black Colleges and Universities Week, which is usually held in September.Issues on the Board's agenda are timely, important, and relevant to the HBCU community and the overall mission of the Board under E.O. 13532.
Why advice can't be obtained elsewhere?*The Board members appointed by the President include sitting HBCU presidents, a former HBCU president, a former president of a majority-serving institution, business leaders and a recent HBCU graduate, all of whom have a vested interest in the success of HBCUs. As with any entity, issues change and problems and solutions evolve. By having an advisory Board, composed of experienced people devoted to the HBCU community, the President and the Secretary of Education, are better able to identify the needs and address concerns facing these institutions. The President and the Secretary of Education benefit by having a diverse group of advisors working to apprise them of major issues and concerns impacting the nation’s HBCUs as well as the opportunities available to them to strengthen HBCUs.
Why close or partially close meetings?All meetings of the President’s Board of Advisors on HBCUs are open to the public. However, if a meeting must be closed, the Advisory Board will follow procedures outlined under FACA regulations for operating a closed session.

Agency Feedback Comment*The Department of Education's Under Secretary Ted Mitchell has provided informal and formal presentations before the Board.Narrative Description*The President’s Board of Advisors on Historically Black Colleges and Universities (the Board) is established by Executive Order 13532 (February 26, 2010). The purpose of the Board is to advise the President and the Secretary of Education (Secretary) on all matters pertaining to strengthening the educational capacity of Historically Black Colleges and Universities (HBCUs). The Board advises the President and the Secretary in the following areas: (i) improving the identity, visibility, and distinctive capabilities and overall competitiveness of HBCUs; (ii) engaging the philanthropic, business, government, military, homeland-security, and education communities in a national dialogue regarding new HBCU programs and initiatives; (iii) improving the ability of HBCUs to remain fiscally secure institutions that can assist the nation in reaching its goal of having the highest proportion of college graduates by 2020; (iv) elevating the public awareness of HBCUs; and (v) encouraging public-private investments in HBCUs.This support has resulted in implementation of numerous recommendations impacting legislative and policy decisions, greater private sector involvement and increase visibility for HBCUs, the U.S. Department of Education and the White House Initiative Office. The Board meets quarterly, makes subcommittee reports, and listens to testimony and presentations by interested persons, organizations, and agencies regarding the progress of these institutions and the impact of this presidential mandate.
