How does cmte accomplish its purpose?*In keeping with its advisory role, the duties of the DSTAC will be to gather data and information and to perform those analyses that are necessary to make recommendations on the questions or matters before it and to provide a report to the Commission not later than September 4, 2015. The initial meeting of the Advisory Committee shall take place not later than March 4, 2015, pursuant to the Act.
How is membership balanced?*The DSTAC shall be comprised of representatives from the following groups - MVPDs, consumer electronics manufacturers, content companies and public interest groups) and, where appropriate, members appointed for their individual technical expertise (as Special Government Employees or SGEs).

Why advice can't be obtained elsewhere?*The STELA Reauthorization Act of 2014 (hereinafter “Act”) requires the establishment of a working group of technical experts that represent the viewpoints of a wide range of stakeholders to identify, report, and recommend performance objectives, technical capabilities, and technical standards of a not unduly burdensome, uniform, and technology- and platform-neutral software-based downloadable security system to promote the competitive availability of navigation devices in furtherance of Section 629 of the Communications Act.

The DSTAC must file a report with the Commission by September 4, 2015 to detail findings and recommendations. The Committee supports the FCC strategic goal of Protecting Public Interest Goals by promoting competition.
