How does cmte accomplish its purpose?*In order to ensure that the U.S. Department of Education (Department) is making sound technical decisions related to the approval of state-designed standards, assessment, and accountability systems, the NTAC shall advise the Secretary of Education (Secretary), the Assistant Secretary for Elementary and Secondary Education (Assistant Secretary), and others in the Department on the design and implementation of standards and assessment and accountability systems, including on systems that may be established with funding from the Race to the Top Assessment program.The NTAC shall provide guidance to help the Department ensure that the standards, assessment, and accountability components of state accountability and assessment systems are based on sound technical decisions. For example, the NTAC may advise the Department on issues related to ensuring that new assessment systems developed by the states adhere to the Elementary and Secondary Education Act (ESEA) requirements, how to allow and encourage innovation in assessment development, and the timing and process for peer review of new assessments for states with approved assessment systems. The NTAC may also advise the Department on the implementation of the Race to the Top Assessment program, the use of benchmark assessments, or the design, implementation and review of accountability models (e.g., on the issue of incorporation of growth measures into those models).
How is membership balanced?*The Council shall consist of no more than 16 members, selected by the Secretary, and shall consist of academicians, researchers, and national, state, and local policymakers. The Secretary will solicit recommendations for members from the public. The members shall be experts in assessment and accountability and at least one-third shall have experience working in or with state educational agencies or local educational agencies.

Agency Feedback Comment*The Council did not function/meet in FY2012.Narrative Description*The Council advised the Secretary of Education (Secretary) and the Assistant Secretary for Elementary and Secondary Education (Assistant Secretary) on efforts to improve student academic achievement and quality of instruction which is both educationally and technically sound. The technical design and implementation of standards, assessment, and accountability systems must be consistent with statute and regulations. These systems constitute fundamental components of the Elementary and Secondary Education Act of 1965 (ESEA). Without rigorous standards, high-quality assessments, and transparent accountability systems, states are unable to measure whether they are meeting the goal of the ESEA: to close the achievement gaps.
