How does cmte accomplish its purpose?*The Chief of Naval Operations Executive Panel (CEP) provides independent civilian advice from a diverse group of distinguished Americans to the CNO on a broad range of issues. The panel addresses subjects related to the role of naval power in the international strategic environment; reviews current and proposed Navy policies to provide advice on enhancing the Navy's effectiveness in support of national security policy; and recommends alternative policies in light of evolving political, economic, technological, military and social circumstances.
How is membership balanced?*Membership includes representatives from a broad cross-section of the scientific, academic, analytic, business, engineering, and political communities. The Committee management staff considers future membership by evaluating existing and potential panel members' backgrounds, personal experience, and insight on issues important to the CNO.
How frequent & relevant are cmte mtgs?*The Panel divides into subcommittees to provide the CNO advice on select issues. These subcommittees conduct fact-finding trips and receive briefings to remain current on the spectrum of Navy policy issues. These meetings total approximately 80 per year and meetings normally do not exceed two days duration. In addition, the CEP meets approximately twice per year in Plenary Sessions at the convenience of the CNO. Why advice can't be obtained elsewhere?*The Panel's unique relationship to the CNO ensures direct access and provides for independent, non-parochial advice reflecting the widest possible range of viewpoints. The breadth of experience and expertise resident in the Panel affords the CNO insights and perspectives not available to him from within the Navy staff or any single agency or group. As an additional benefit, the Panel provides its advice on a pro bono basis.
Why close or partially close meetings?The advice panel members provide is directly related to matters of national security and is often classified. Classified material cannot be discussed in an open forum.
Recommendation RemarksThe committee's interim reports and meeting minutes are either classified or For Official Use Only and pre-decisional in nature. Notwithstanding, they are retained and archived in accordance with appropriate security regulations and guidelines issued by the National Archives and Records Administration.

The committee generally does not issue any specific report; their recommendations are contained within their meeting minutes, which are provided to the decision maker.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.

Agency Feedback*YesAccess CommentTo address the spectrum of issues regarding the role of naval power in the international strategic environment, CEP members are authorized access to highly classified information. The advice provided to the CNO is frequently of a classified nature. Consequently, Committee meetings are frequently closed to permit full and open discussion of sensitive topics without creating a risk of compromise to national security; public access to documentation associated with these closed meetings is similarly restricted.Information regarding the Panel’s structure and operations can be found at the GSA FACA website, http://fido.gov/facadatabase. CEP meetings are announced in the Federal Register.
Agency Feedback Comment*The Panel meets approximately twice per year in Plenary Sessions at which the CNO provides qualitative feedback regarding the body of work conducted by the Panel. The director generally provides feedback following each outbrief.
