How does cmte accomplish its purpose?*The committee, under the provisions of section 596 of Public Law 110-417 and the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), shall conduct a comprehensive evaluation and assessment of policies that provide opportunities for the promotion and advancement of minority members of the Armed Forces, including minority members who are senior officers. The committee meets on a monthly basis to discuss and deliberate policies which will provide opportunities for the promotion and advancement of minority members of the Armed Forces, including minority members who are senior officers.
How is membership balanced?*Membership for this commission was directed by section 596(b) of Public Law 110-416.

Why advice can't be obtained elsewhere?*This committee was directed by an Act of Congress -- section 596 of Public Law 110-416.
Why close or partially close meetings?Meetings are not closed to the public unless the Department of Defense determines that items on the planned agenda meet the closed meeting provisions of 5 U.S.C. § 552b(c). Pursuant to DoD policy closed meetings can only be authorized by the DoD Sponsor (i.e., the Under Secretary of Defense for Personnel and Readiness), and only after consultation with the Office of the Department of Defense General Counsel.
Recommendation RemarksIn 2010, the MLDC Commission held eleven investigative meetings to procure information from DOD in reference to policies and procedures. The results from the informational meetings will be syntheseized in preperation for the final report on diversity.

In 2009 the Commission held its first meeting on September 17-18. This meeting was precluded with an administrative meeting where all the required paper work was completed. Also an official swearing in ceremony took place. The first day of the meeting, MLDC had guest speakers followed by a discussion on current diversity initiatives from the services.
January 13-14, 2011 The commission held it's final meeting. This meeting approved the final report and concluded all public deliberations.

Department of Defense (DoD) policy between fiscal year 2007 and 2011 required that subcommittee members be listed separately in the subcommittee section of GSA’s Database, even if they were duly appointed members of the parent committee. This policy, in some instances, caused a duplication of entries.

Beginning in fiscal year 2012, DoD will only list in the subcommittee section of GSA’s Database those who are appointed to just a subcommittee. If an individual is appointed to the parent committee and to one of the committee’s authorized subcommittees then his or her subcommittee affiliation will be reflected in the parent committee membership section of GSA’s Database.
