How does cmte accomplish its purpose?*In December 2007, the Federal Advisory Committee on Detection and Quantitation Approaches and Uses in Clean Water Act Programs concluded its business, and submitted their report to the EPA Administrator. This report provides advice and recommendations for the development of an improved procedure for determining detection and quantitation limits, and use of these limits in NPDES permit reporting and compliance determinations. The Committee deliberated for 2 ½ years on challenging policy and technical issues related to detection and quantitation limits, particularly in those situations where Water Quality-Based Effluent Limits are below analytical method detection capabilities. The Committee represented a balanced membership from the environmental community, environmental laboratories, industry, public utilities, and states. How is membership balanced?*There are members from each caucus group, environmentalists, state government, industry, public utilities, and laboratories.
How frequent & relevant are cmte mtgs?*The FACDQ met one last time in FY 2008 to complete deliberations of its report to the EPA Administrator. During its 2.5 year tenure, the committee met 2-3 times per year. All of these meetings were open to the public. The meetings were to deliberate and recommend detection and quantitation procedures for use in EPA's analytical methods programs for compliance monitoring under 40 CFR part 136.
Why advice can't be obtained elsewhere?*EPA hired a third party facilitator to conduct a situation assessment of stakeholders who have longstanding concerns about the way the agency establishes detection and quantitation limits in Clean Water Act Programs. Stakeholders favored formation of a consultative process to resolve these concerns. The Agency decided a Federal Advisory Committee was best positioned to provide a public formum and balanced group of stakeholders.

Agency Feedback Comment*The Agency replied to the recommendations in the Committee's final report.Narrative Description*The FACDQ supported the Agency's mission and its strategic plan by protecting and improving water quality on a watershed basis (Goal 2 - Clean and Safe Water). Specifically this committee is charged to provide recommendations to the administer of EPA to improve measurements of pollutants in Clean Water Act programs. Clean Water Act programs safeguard water quality by establishing water quality criteria for waterbodies, and limits on pollutant discharges to these bodies.The FACDQ evaluated and recommended detection and quantitation procedures for use in EPA's analytical methods programs for compliance monitoring. The FACDQ reviewed the results from the pilot study and recommended procedure(s) for detection and quantitation. The end product of the FACDQ was the development of consensus recommendations on approaches for the development of detection and quantitation procedures and the uses of these procedures in Clean Water Act Programs.
