How does cmte accomplish its purpose?*The Human Impacts of Climate Change Advisory Committee (HICCAC) supports the EPA in its participation in the interagency U. S. Climate Change Science Program (CCSP), specifically in implementation of Goal 4 of the Strategic Plan for the CCSP, and in completing its goal of conducting periodic assessments of climate change and variability under the Global Change Research Act of 1990. The EPA is the Administration’s lead agency responsible for producing the Synthesis and Assessment Product (SAP 4.6). This product is entitled “Analyses of the effects of global change on human health and welfare and human systems.” The existence and the function of the HICCAC supports CCSP Goal 4: “Understanding the sensitivity and adaptability of different natural and managed ecosystems and human systems to climate and related global changes.” HICCAC conducted an expert peer review of SAP 4.6. The HICCAC provided peer review advice in the form of individual member comments. There are no other existing EPA advisory committees that have the breadth of technical expertise that is needed for the scientific review of this report. By bringing together a cross section of knowledgeable individuals with the needed range of expertise, a more effective discussion will occur of the highly technical and complex scientific and policy-related issues.
How is membership balanced?*Nominations for membership on the HICCAC were solicited through the Federal Register. Balanced membership considerations were characterized by: inclusion of the necessary areas of technical expertise, different scientific perspectives within each technical discipline, and the collective breadth of experience needed to address the Agency’s charge.

Why advice can't be obtained elsewhere?*The Human Impacts of Climate Change Advisory Committee (HICCAC) is necessary to support the EPA in its participation in the interagency U. S. S. Climate Change Science Program (CCSP). Specifically HICCAC supported EPA's participation with Goal 4 of the Strategic Plan for the CCSP, and in completing its goal of conducting periodic assessments of climate change and variability under the Global Change Research Act of 1990.
