How does cmte accomplish its purpose?*This Committee will advise the Secretary of Defense concerning the legal and policy considerations implicated by the application of data correlation/data mining technology to counter-terrorism and counter-intelligence missions. The Committee's primary duty will be to prepare a report to advise the Secretary of Defense concerning the use of advanced information technologies to help identify terrorists before they act.
How is membership balanced?*Membership consists of 8 renowned professionals who, collectively, have had extensive experience in the public and private sectors dealing with the sensitive relationship between technology and privacy in American society.
How frequent & relevant are cmte mtgs?*There were a total of five meetings of the full committee, four in Fiscal Year 2003, and one in Fiscal Year 2004, as well as numerous briefings, site tours, and teleconferences. The Committee, which is an independent advisory group, heard from members of Congress, privacy advocates, national security experts, the business community, representatives from the Defense Department and other Federal Agencies and state governments, DARPA Researchers, information technology specialists, and other officials well-versed in the issues of privacy and national security.
Why advice can't be obtained elsewhere?*It gives the Secretary of Defense access to a group of preeminent professionals in the field of first amendment law. No other forum or committee is exploring these issues at the Department of Defense.
Why close or partially close meetings?It has been necessary to partially close some meetings due to issues of national security.
Recommendation RemarksThe Committee presented its final report to the Secretary of Defense May 27, 2004, and was terminated June 27, 2004.
