How does cmte accomplish its purpose?*Inactive FY2003The Committee accomplishes its purpose by identifying and advising the Secretary of the Interior regarding priorities for achieving the National Maritime Heritage Policy; reviewing proposals to the National Maritime Heritage Grants Program and making funding recommendations to the Secretary of the Interior; reviewing the Secretary's annual report to the Congress on the Grants Program -- which includes a description of each project, the results or accomplishments of each such project, and recommended priorities for achieving the National Maritime Heritage Policy; and performing any other duties the Secretary considers appropriate.
How is membership balanced?*Membership is as prescribed by the enabling legislation, consisting of 13 individual members of the public appointed by the Secretary of the Interior who are representative of various sectors of the maritime community and who are knowledgeable and experienced in maritime heritage and preservation. To the extent practicable, membership reflects regional geographic balance and includes representatives from the fields of (1) small craft preservation, (2) large vessel preservation, (3) sailing training, (4) preservation architecture, (5) underwater archaeology, (6) lighthouse preservation, (7) maritime education, (8) military naval history, (9) maritime museums or historical societies, (10) maritime arts and crafts, (11) maritime recreational resources management, and (12) the general public. In addition, the President of the National Trust for Historic Preservation, and the President of the National Conference of State Historic Preservation Officers (or designees) are ex-officio, voting members; and the following individuals are invited to designate one ex-officio, non-voting Federal Government member: (a) Director of the National Park Service (b) Administrator of the Maritime Administration, (c) Commandant of the Coast Guard, (d) Secretary of the Navy, (e) Administrator of the National Oceanic and Atmospheric Administration, (f) Advisory Council on Historic Preservation, and (g) heads of other interested Federal Government agencies as the Secretary may consider appropriate.
How frequent & relevant are cmte mtgs?*The Committee generally meets at least once annually. There have been no funds and hence no meetings this year. Meetings will resume when funding resumes. The meetings/deliberations are essential to accomplishing the duties set out for this Committee, including the rendering of advice to the Secretary of the Interior.
Why advice can't be obtained elsewhere?*The National Maritime Heritage Grants Advisory Committee has been established to carry out sections 3 and 4 of the National Maritime Heritage Act, P.L. 103-451. Section 3 of the Act sets forth the National Maritime Heritage Policy, calling for coordinated efforts to be made between Federal, State, and local governments, and private organizations and individuals towards the preservation of historic maritime resources in the United States. Section 4 of the Act establishes the National Maritime Grants Program to foster greater public awareness and appreciation of these resources by supporting maritime heritage education and preservation projects.
Why close or partially close meetings?Closed meetings are necessary during the grant review/evaluation process. Pursuant to the Committee's enabling legislation, meetings may be closed to the public by majority vote.
Recommendation RemarksRe #6 (EXPECTED CHARTER RENEWAL DATE) -- Pursuant to the enabling legislation, the biennial rechartering provisions of Section 14(b) of the Federal Advisory Committee Act are inapplicable to this Committee; and meetings of the committee may be closed to the public by majority vote. Re#9 (RECOMMENDATIONS) -- We recommend continuation of the Committee in FY 2000. However, environmental concerns about the obsolete vessel scrapping process have inadvertently delayed funding for the grant program and considerably reduced the income from those few vessels sold under an experimental program. It is uncertain when interagency efforts by the Maritime Administration and the Environmental Protection Agency to address these problems will be concluded and vessel sales resume. No committee meetings are anticipated until these problems are resolved and sufficient funding becomes available for another grant round.
