How does cmte accomplish its purpose?*The Commission accomplishes it purpose through the utilization of working groups which report to the full Commission, which ultimately makes the final decision and reports to the Attorney General.
How is membership balanced?*Membership consists of representatives of the entire criminal justice spectrum: prosecutors, law enforcement, defense community, judicial perspective, medical examiner, ethicist, scientist, lab director.
How frequent & relevant are cmte mtgs?*Meetings will occur approximately four times a year. All meetings are relevant. The Commission decisions will fundamentally affect the use of DNA evidence by the entire criminal justice community.
Why advice can't be obtained elsewhere?*The Commission is necessary because the Attorney General requested the Commission be established to provide recommended courses of action and means to improve the use of DNA technology in investigations and criminal cases. There are no other entities dealing with these questions.

Recommendation Remarks1. CODIS Offender Database backlog reduction: The Commission recommended the reduction of the CODIS offender database backlog through the outsourcing to private laboratories via federal funding. Requires Congressional Legilsative action; funding was appropriated in the FY00 Commerce/State/Justice Appropriations Bill.

2. Arrestee sample collection. The Commission recommended that the Attorney General not advocate a policy of arrestee testing until the offender and nonsuspect case backlogs be eliminated. NO action required.
